أجهـزة تسييـر رؤوس الأمـوال التجاريـة للدولـة داخـل المـؤسسـة العمـوميــة الاقتصاديـة فـي الجـزائــر

Abstract

تحافظ الدولة على استمرارية حقها في ملكية الأموال العمومية داخل المؤسسة العمومية الاقتصادية عن طريق هيئات تسند لها مهمة الرقابةالخارجية وتسيير رؤوس الأموال التجارية للدولة باعتبارها عونا ائتمانيا لهذه الأخيرة. وقد اختلفت صيغ ومهام هذه الهيئات في الجزائر بالموازاة مع تعدد الإصلاحات الاقتصادية التي عرفها القطاع العام الاقتصادي بداية من مرحلتي التسيير الذاتي والاشتراكي انتقالا إلى مراحل إعادة الهيكلة بنوعيها العضوية والمالية ثم استقلالية المؤسسات العمومية الاقتصادية إلى إعادة الهيكلة الصناعية وصولا لتبني نظام اقتصاد السوق المعتمد أساسا على إشراك القطاع الخاص في ملكية المؤسسات العمومية الاقتصادية عن طريق تبني أسلوب الخوصصة بأنواعها( التسيير أو الملكية).The state maintains its right on the ownership of public funds inside economic public establishments through organisms whose function is external control and trade capitals management of the state as being a credit assistant of this latter. The formulas and missions of these organisms differs in parallel with the variety of economic reforms that the economic publicsector witnessed starting from auto management step to the social management one to move towards both organic and financial restructuration to the autonomy of economic public companies and the restructuration of industry as well to finally adopt a free market system which depends mainly on involving the private sector in the ownership of economic public companies by adopting the different kinds of privatization (management and ownership)
