النظـام الانتخـابي وأثـره على مشاركـة الأحـزاب السياسيـة فـي الجـزائـر

Abstract

تنشط الأحزاب السياسية في إطار نظام حزبي يعد من مفرزات النظام الانتخابي وفق ما يحدده النظام السياسي للدولة، وتدرس هذه الورقة البحثية المفاهيم المرتبطة بالأحزاب السياسية والأنظمة الانتخابية والحزبية، موضحة العلاقة بينها، كما تم التطرق لطبيعة النظام الانتخابي في الجزائر وأثره على تشكيل وأداء الأحزاب السياسية على مستوى المجالس المنتخبة. وخلصت الدراسة إلى أن الجزائر تتبع نظام التمثيل النسبي على القائمة المغلقة في انتخاب أعضاء المجلس الشعبي الوطني والمجالس المحلية، ونظام الأغلبية في انتخاب ثلثي أعضاء مجلس الأمة، وقد أفرز ذلك تعددية حزبية على مستوى المجالس المنتخبة، إلا أن أداءها اتسم بالضعف، الأمر الذي يدعو إلى تفعيل دور الأحزاب السياسية، والمراهنة على الوعي السياسي لدى المواطنين، قصد إشراكهم في تحديد مرشحيهم، وتمكينهم من اختيار منتخبيهم على أساس الكفاءة تفعيلا لدور المجالس المنتخبة، المحلية منها والوطنية. Political parties are active within the framework of a party system that is one of the components of the electoral system as determined by the political system of the state. This paper examines concepts related to political parties and electoral and party systems. Explaining the relationship between them. It also discusses the nature of the electoral system in Algeria and its impact on the formation and performance of political parties at the level of elected councils. The study concluded that Algeria adopts a system of proportional representation based on a closed list, at the elected members of the national people concil and the majority system at the elected two thirds of members of the national council. Which resulted in partisan pluralism councils’ level. However, its performance was inadequate and weak, which calls for activating the role of these parties and betting on the political awareness of citizens, that would open the door for voters to elect their own representatives on the basis of competence and qualification, in order to activate the role of elected councils, both local and national.
