التهديدات اللاتماثلية في حسابات الأمن الوطني الجزائري

Abstract

يطرح هذا المقال مشكل تصاعد وتيرة التهديدات اللاتماثلية في البيئة الإقليمية للجزائر، والذي أفرزعدة نتائج سلبية على أمنها، والمتمثلة في تزايد نشاط الجماعات الإرهابية، انتشار الجريمة المنظمة، تنامي الهجرة غير الشرعية، ناهيك عن مخاطر انفجار النزاعات العرقية، هذه المخاطر وغيرها دفعت بصانع القرار في الجزائر إلى تبني إستراتجية أمنية شاملة ذات محددات، منها ما هو ثابت تاريخياً ومنها ما هو عملي، فرضه الواقع وطبيعة التهديد في حد ذاته، وتجمع الجزائر في هذه الإستراتيجية بين الأطر العسكرية والإجراءات الوقائية، كما سنتعرف عليه من خلال الدراسة.This article raises the problem of the escalation of asymmetric threats in the regional environment of Algeria, which has resulted in several negative consequences for its security, represented by the increase in the activity of terrorist groups, the spread of organized crime, the growth of illegal immigration, not to mention the risks of an explosion of ethnic conflicts. These and other risks prompted the decision-maker in Algeria. To adopt a comprehensive security strategy with determinants, some of which are historically fixed and some are practical imposed by reality and the nature of the threat in itself, and Algeria combines in this strategy between military frameworks and preventive measures as we will learn about it through the study.
