مسألة التعريب في العلاقات الجزائرية الفرنسية على ضوء اتفاقيات إيفيان (1962-1989)

Abstract

الملخص: تحاول هذه الورقة البحثية معالجة قضية مسألة التعريب المنتهجة من قبل الدولة الجزائرية المستقلة وآثارها على العلاقات الجزائرية الفرنسية التي رسمتها اتفاقيات إيفيان الموقعة بين البلدين سنة 1962م، وما حملته من تناقضات ومصالح متضاربة للطرفين، وتكريس واضح للغة الفرنسية في الجزائر، إلا أن السلطات الجزائرية قد عملت من جهتها على محاولة التراجع السلس عن هذه الاتفاقيات التي لم تشر حتى للغة العربية في مستقبل الجزائر المستقلة، وهذا ما جعل من مسألة التعريب المنتهج من قبل الدولة الجزائرية حلقة صراع خفي تارة، ومعلن تارة أخرى، بين الجزائر وفرنسا من جهة، وبين المعربين والمتفرنسين من جهة أخرى. الكلمات المفتاحية الجزائر؛ فرنسا؛ العلاقات؛ التعريب؛ اتفاقيات إيفيان. Abstract: This research paper tries to examine the independent Algerian state’s Arabization issue and its effects on the French Algerian relations that were established by the Evian Agreements, which were signed between the two countries in 1962, and the contradictions and conflict inginterests it carried for both sides. There is a clear dedication to the French language in Algeria, but the Algerian authorities, for their part, have endeavored to smoothly roll back these agreements that did not even refer to the Arabic language in the future of independent Algeria. This is what made sometimes the issue of Arabization pursued by the Algerian state a hidden conflict, and sometimes a declared conflict between Algeria and France on the one hand, and between the Algerian people who support the Arabic language and those who support the French language.
