إستراتيجية الإتحاد الأوروبي في مواجهة الهجرة غير الشرعية منذ نهاية الحرب الباردة

Abstract

Try to develop a strategy to address migration and immigration issues, including maximizing the positive returns of this phenomenon. تعتبر نهاية الحرب الباردة مرحلة شهد فيها الواقع الدولي تحولات جوهرية، أخذت بذلك القضايا العابرة للحدود، وفي مقدمتها ظاهرة الهجرة غير الشرعية، منحا تصاعدي التنافس في أهميتها القضايا العسكرية والاستراتيجية، حيث تحمل هذه الظاهرة في ثناياها الكثير من المشاكل والمخاطر سواء للمهاجر نفسه أو للدول التي يغادرها والتي يمر بها والتي تحط بها الرحال. لذا اصبح هذا الملف من أهم الملفات التي تمسك به أجهزة الاستخبارات، خاصة عندما إرتبطت بالإرهاب والأمن الدولي. فموضوع الأمن كان ولا يزال الموضوع الذي يدرج كل مرة ضمن السياسة العليا لكل دولة . مما فرض على الاتحاد الاوروبي الذي يعد أهم الفواعل الجديدة المعنية أكثر بهذه الظاهرة الى إيجاد حلول تتوافق مع طبيعة الظاهرة في خلق التوازن بين حق الدولة في حماية إقليمها من الاعتداءات من جهة، واحترام حقوق المهاجرين وان كانوا غير شرعيين باعتبار أن حقهم في الحياة. القضاء على ظاهرة الهجرة غير الشرعية يعتبر مهمة من الصعوبة تنفيذها، فإذا لم يتم القضاء على كل الظروف التى تتسبب فيها. فاتخاذ خطوات للحد من البطالة، والحد من أوجه القصور التى تنال من التنمية، بما يقلل الفجوة التنموية بين دول المتوسط، هما السبيل الوحيد للتعاطى الجدى مع المشكلة، الأمر الذى يدعونا إلى القول إنه يتعين على الاتحاد الأوروبى أن ينتهج استراتيجيات خاصة بالتنمية الاقتصادية والاجتماعية فى دول الجنوب، عبر الدعم المالى والتقنى من أجل توفير فرص عمل ودخول مناسبة للشباب فى هذه الدول. ولكى يكون التعاطى المستقبلى مع ظاهرة الهجرة غير الشرعية على أسس قوية وعلمية، فلابد من السير وفق إجراء تقييم عام لدوافع ونتائج الهجرة وأوضاع المهاجرين فى الخارج بصفة عامة. ومحاولة وضع استراتيجية لمعالجة قضايا الهجرة والمهجرين، ومنها تعظيم العوائد الإيجابية لتلك الظاهرة.
