سؤال البناء السياسي الحديث في الجزائر: دراسة في المعيقات ومتطلبات الإصلاح

Abstract

لقد عرفت الجزائر خلال مسار بناء الدولة جملة من الإصلاحات السياسية، باشرها النظام السياسي على مختلف المستويات والأطر، ولكن على الرغم من هذه الإصلاحات إلاّ أن البناء السياسي ومسار التحول الديمقراطي ظل متأزما وتَحُول دون تحقيقه العديد من المعيقات، وهو أن نظام الحكم لا يزال يعاني من عسر قيام المجال السياسي الحديث، ومن ثم بناء الدولة القائمة على أسس الديمقراطية، وعلى ذلك النظام السياسي الجزائري ونخبه الحاكمة اليوم، مطالبة الأخذ بالعديد من المتطلبات الإصلاحية وبإنجاز تتحولا ديمقراطيا حقيقيا، ولتحقيق هذا الأخير في المستقبل المنظور على النظام السياسي القائم ومختلف القوى السلطوية والمجتمعية أن تتخذ من مبادئ الحداثة السياسية كمتكآت عن طريقها تستمد السلطة شرعيتهاAlgeria has known during the process of state-building a number of political reforms, initiated by the political system at various levels and frameworks, but despite these reforms, the political construction and the path of democratic transition have remained strained and prevented from achieving many obstacles, namely that the system of government still suffers from the difficulty of establishing the modern political sphere, and then building the state based on the foundations of democracy, and therefore the Algerian political system and its ruling elites today, demanding the adoption of many reform requirements and the achievement of A genuine democratic transformation, and in order to achieve the latter in the foreseeable future the existing political system and the various authoritarian and societal forces to take the principles of political modernity as pillars through which power derives its legitimacy and strength.
