بناء السلام من منظور الجندر

Abstract

تحاول هذه الأطروحة معالجة موضوع بناء السلام من منظور جندري عبر التركیز على دور المراة كمتغیر مركزي في هذه الدراسة من خلال البحث في دورها في مختلف العملیات التي تعنى بها مرحلة بناء السلام في الدول والمجتمعات الخارجة من النزاع، وتأتي هذه الدراسة استجابة لمتطلبات بحثیة أقرتها التطورات الحاصلة على مستوى الدراسات الأكادیمیة التي أصبحت تهتم وتثمن مختلف الأبحاث والدراسات التي تهتم بالمراة وتركز على مختلف الأدوار التي یمكن أن تمارسها بوصفها فاعل نوعي مهم لا یقل أهمیة عن مختلف الفواعل الأخرى سیما الذكوریة منها، كما تعمل هذه الدراسة على مواكبة السیاق البحثي المتعلق ببناء السلام الذي عرف تطورا كبیرا سواء على مستوى العملیات المتعلقة به أو على مستوى الفواعل المتدخلة في هذا المجال والمسؤولة عن ممارسة أدوار وتحقیق نتائج لتحقیق السلام في المجتمعات التي أنهكتها النزاعات لعقود طویلة سیما في القارة الإفریقیة. إن تدخل المراة في مجال بناء السلام أقرته العدید من المؤسسات الدولیة وقننته العدید من القرارات والإتفاقیات الدولیة والوطنیة، ویأتي هذا بغیة تأطیر تدخلها وتنظیمه وكذا حمایتها في هذا المجال الحافل بالمخاطر، والممیز بالإنتهاكات الصارخة لحقوقها وحریاتها سیما أثناء النزاعات كونها تعتبر من الضحایا الأوائل المستهدفین خلالها، وبذلك حرصت الهیئات الدولیة والإقلیمیة والوطنیة على اقرار وتقنین تدخلها للتأكید على حقیقة أن وجود المراة وكیانها لا یتم حصره في خانة التهمیش والإغتصاب والظلم بوصفها فاعل سلبي وٕانما یمكن للمراة أن تكون فاعل ایجابي من خلال التغلغل في مختلف المجالات التي تعنى بها عملیات بناء السلام سواء الحساسة منها كالمجال السیاسي والأمني أو المجالات المتعلقة بالبنیة التحتیة كالإقتصاد والتنمیة والجانب الإجتماعي والصحي، ویأتي تدخلها منظما من خلال جمعیات ومنظمات المجتمع المدني المحلي، أو عبر المنظمات غیر الحكومیة الدولیة. وعلى الرغم من الأدوار المختلفة والمتشعبة التي تمارسها المراة في بیئة بناء السلام إلا أنها تبقى محدودة ومحصورة في مستوى معین لاصطدامها بالعدید من المعوقات والتحدیات التي تحول دون اكتمالها وتضعف من فعالیتها سیما تلك المتعلقة بالذهنیات والخصوصیات المجتمعیة الممیزة للمجتمعات الإفریقیة، بالإضافة إلى مجمل العراقیل المرتبطة بنشاط وطبیعة المنظمات التي تنشط بها. This thesis attempts to address the issue of peace-building from a gender perspective by focusing on the role of woman as a central variable in this study by examining her role in various processes involved in the peace-building phase in countries and societies emerging from conflicts. At the level of academic studies that have become interested in and evaluate the various researchs and studies that concern woman and focus on the different roles that can be exercised as a qualitative actor, woman’s role is no less important than the various other roles, especially the male ones. In addition to that, this study tries to keep in touch with the peace building’s research path that knew great development both at the level of operations related, or at the level of actors function in this sphere intervening and responsible for the exercise of roles and to make results to achieve peace in societies ravaged by conflicts for decades, particularly in the African continent. The intervention of woman in the peace-building’s sphere has been endorsed by many international institutions and codified by many international and national resolutions and conventions. This is done in order to frame and regulate her intervention and protection in this dangerous field characterized by flagrant violations of her rights and freedom, especially during conflicts. Thus, international, regional, and national bodies have been keen to adopt and codify their intervention to emphasize the fact that woman's existence is not limited to marginalization, rape, and injustice as a negative actor, but woman can be a positive actor through her roles in various fields of peace-building, both political and security, or infrastructure, such as economy, development, and social and health sphere. It’s important to mention that woman’s intervention is organized through local civil society associations and organizations, or through international NGOs. In spite of the different and multifaceted roles that woman plays in the peace building environment, these roles are limited to a certain level because of many obstacles and challenges that prevent its completion and weaken its effectiveness, especially those related to the distinctive socialities and beliefs of African societies, and the nature of the organizations in which woman is active.
