Abstract

إن محاولة دراسة وتحليل الخطاب الأمني تجاه الإسلام السياسي في منطقة المتوسط تسهل ولو نسبيا كيفية فهم وتحليل العلاقات الأمنية في المنطقة، سواء على المستوى المحلي لكل فاعل أمني، أو على المستوى البيني أو على المستوى الإقليمي، كون الإسلام السياسي بمختلف تسمياته وبغض النظر عن الاختلاف حول التسمية أو الاصطلاح، فالمفهوم فرض كيفية التعاطي مع الظاهرة المرتبطة به بكل جوانبها والفواعل الذين يمثلونها، إضافة إلى التفاعل مع الفواعل الأمنية المنشئة للخطابات الأمنية تجاه القضية محل الدراسة، وذلك في إطارعملية مستمرة تحافظ على حيوية واستمرارية النظام السياسي ووظائفه الأمنية بمختلف الإجراءا ت والوسائل، وعبر كل المستويات. على هذا الأساس، تحاول الأطروحة بشكل عام تحليل ودراسة موضوع الإسلام السياسي كقضية مؤمننة/غير مؤمننة في منطقة المتوسط، وعلى هذا فالموضوع له من الأهمية ما يجعله في صدارة الأجندة الأمنية لأغلب الفواعل، وكذلك كمجال جديد في الدراسات الأمنية، وذلك بإدخال مركب الإسلام بكل مكوناته حيز الدراسة، وكيف ينظر للإسلام السياسي كجزء من هذا المركب الكلي "الإسلام" كقضية أمنية، إضافة إلى المسار الذي تأخذه هذه القضية في إطار تحليل جوانبها وخلق مستويات جديدة للتحليل تتجاوز النظام الدولي والدولة والفرد، إلى الاعتماد على مجموع الأفكار المبنية من طرف جماعات وأفراد من شأنها تحديد مسار العلاقات الأمنية في منطقة معينة، وهنا يمكن الحديث عن الجماعات التي تنسب أو تنتسب للإسلام، وهي من مستويات التحليل الجديدة في فهم العلاقات الأمنية في المنطقة المتوسطية. كما يعتبر الهدف الأساسي لهذه الدراسة الأمنية هو فهم وتحليل شامل لكافة جوانب القضية وكيفية التعاطي معها من طرف الفواعل الأمنية، للوصول إلى تحليل نتائجها وتجنب انعكاساتها الخطيرة على الأمن في كل مستوياته وأبعاده، وعلى هذا فإن دراسة قضية الإسلام السياسي كقضية مؤمننة في منطقة المتوسط يبتعد عن الجانب النظري فقط للظاهرة بوصف الإسلام كدين ومسلمين ومساجد، بل يتعدى هذا الطرح إلى فهم الإسلام كمنظومة قيمية متكاملة، وكيف تتم أمننة هذه القضية من طرف الفواعل المتوسطيين، وهنا تكون الدراسة مباشرة للواقع الأمني بمعطيات جديدة تدخل فيها قضية أمننة الإسلام السياسي كأساس لفهم جانب من جوانب الركود والجمود في العلاقات الأورومتوسطية، ومحاولة تقريب وجهات النظر للوصول إلى حلول تقريبية بين الأطراف في منطقة المتوسط تساهم في حفظ الأمن والاستقرار وتدعيم البناء الأمني المتوسطي .
