Abstract

تعد المخططات البلدية في الجزائر من أهم الوسائل التي تهدف لتجسيد التنمية المحلية من خلال إشراك البلدية في عملية التخطيط للتنمية، وتنفيذ السياسة التنموية العامة على المستوى المحلي، فالمخططات البلدية ما هي إلا تجسيد لسياسة الدولة الموجهة للبلديات، غير أن هذا التكليف المقدم للبلدية مرهون بوسائل إدارة التنمية على المستوى المحلى وكذا بالإمكانات المادية والبشرية الضرورية، والتي تشهد عجز كبير خاصة على مستوى الإيرادات المالية، كما أن أداء المخططات البلدية يتأثر بدرجة استقلالية البلدية في اتخاذ القرار فلابد من توفر استقلالية لحد يسمح لها بأداء مهامها بحرية وديمقراطية وإتباع أساليب علمية في التخطيط لمختلف البرامج والمخططات التنموية المحلية التي تتطلب حرية أكثر في تحديد الاحتياجات المحلية.
