المنظمات الدولية غير الحكومية: بين الدور التنموي ومعيقات التفعيل.

Abstract

تهدف هذه الورقة البحثية إلى إبراز الأدوار التنموية للمنظمات الدولية غير الحكومية، خاصة إن المطالعة في أدبيات العمل الخيري والتطوعي تشير إلى أن التزايد العددي الهائل في عدد المنظمات غير الحكومية في العقدين الأخيرين من القرن الماضي صاحبه تنوع في الوظائف فبالإضافة إلى الأنشطة الإنمائية الأساسية كالصحة والتعليم وتوفير الحاجات الإنسانية، أصبحت المنظمات غير الحكومية تهتم بقضايا جديدة مثل البيئة والعدالة الاجتماعية والمرأة وحقوق الإنسان، ونشر قيم الديمقراطية والمشاركة من جانب الأفراد في عملية إتخاذ القرارات في تحديد احتياجاتهم التنموية، وكذلك يهدف المقال إلى توضيح مختلف العراقيل التي تواجه عمل المنظمات غير الحكومية من النقص تمويل (مشبوه) وموارد بشرية إلى تصادم في الخصوصية الثقافة المنظماتية والمجتمعية. The aim of this paper is to highlight the developmental roles of international non-governmental organizations, especially since reading the literature of charitable and voluntary work indicates that the phenomenal increase in the number of NGOs in the last two decades of the last century is accompanied by a variety of jobs, in addition to basic development activities such as health and Education and the provision of humanitarian needs, NGOs have become concerned with new issues such as the environment, social justice, women and human rights, spreading the values of democracy and participation by individuals in the decision-making process in determining their developmental needs, The article also aims at clarifying the various obstacles facing the work of NGOs from the lack of funding (suspicious) and human resources to a clash in the privacy of Organizational and community culture.
