الإدارة الرشيدة للنفايات:نحو مفهوم أشمل للإستدامة البيئية

Abstract

ملخص: تعبر التنمية المستدامة كمفهوم عن الأنشطة المضطلع بها لضمان حياة صحية ومنتجة للأفراد، مؤسسة لمبدأ المساواة بين الأجيال (الحالية والمستقبلية) ، وفي هذا السياق فقد أصبحت الاستدامة ترتبط أكثر بالنظم الايكولوجية ،ومع التطور الحضري المتسارع الذي صاحبه زيادة في معدلات انتاج النفايات والتي بدورها- النفايات- تشكل تهديدا على مختلف المستويات البيئية ، الصحية والاقتصادية ؛لما لها من صلة وثيقة بكيفيات إنتاج المجتمعات واستهلاكها ؛ اصبح الرهان العالمي متمحورا حول حماية البيئة وتحقيق مفهوم الاستدامة وذلك حسب المعايير الدولية لتحقيق نموذج التنمية التي تعمل كل من المنظمات والأفراد لتبنيه. لذا فقد توجهت الدراسات الحالية نحو" إدارة النفايات "و"الاقتصاد الدائري" باعتبار أنهما يتوافقان و معايير التنمية المستدامة.تفترض إدارة النفايات تحويل مفهوم النفايات من "مشكلة أعباء" إلى "كيفية تجديد الموارد "،حيث أنها تعمل من خلال التقليل ،إعادة الاستخدام ، وإعادة التدوير على تحديد الخيارات الرئيسية للتحول إلى مفهوم " الاقتصاد الأخضر" و"الطاقة الخضراء".يعبر الاقتصاد الاخضر عن نموذج جديد لتحقيق الاستدامة من خلال التوجه نحو فكرة "اقتصاد دون نفايات"، عبر تحويل النفايات إلى موارد قابلة للاستخدام من خلال استخدام التكنولوجيات الخضراء أو النظيفة . فالحصول على اقتصاد صديق للبيئة يعتمد على التعامل مع النفايات كمورد بدل الموارد المحدودة وكمورد للطاقات المتجددة، بمعنى الوصول بإدارة النفايات في سياق الاقتصاد الدائري لتحقيق اقتصاد ب "صفر نفايات"، لذا فالادارة الرشيدة والفعالة للنفايات نقطة محورية وحاسمة للحفاظ على الموارد المهددة بالنفاذ؛ من خلال التركيز على استعادة الطاقة واعادة الاستخدام واعادة التدوير للتقليل من مشكلة الهدر. In this context, the sustainability has become related much more to the ecological systems;andWith rapid urbanization, accompanied by an increase in waste production rates, which, in turn, constitute a threat to various levels of the environment, health and economy, because they are closely related to the production and consumption of communities, the global bet is focused on protecting the environment and achieving the concept of sustainability in accordance with international standards To achieve the development model that both organizations and individuals are working to adopt. nowadays studies have been directed towards “the waste management” and “the circular economy” since they are conform to the norms of the sustainable development. The theory of the waste management lies into converting the concept of waste from “the problem of burden” into “how to renew the resources” since it works through lowering, reusing and recycling on the basis of the principle selections of transition into the concept of “the green economy” and “the green energy”, The green economy expresses a new paradigm for sustainability by turning to the idea of "economy without waste" by converting the fauna into usable resources through the use of green (the clean ) technologies. the access to an environmentally friendly economy depends on waste management as a resource instead of limited resources and as a resource for renewable energies, ie, access to waste management in the context of the circular economy to achieve a zero waste economy.
