Résumé: The article deals with the question of the foreign policy of a small state, in this case the United Arab Emirates, which has set itself the objective of containing the revolutions of the Arab Spring and their destabilizing repercussions on Arab authoritarianisms, to their head, the Abu Dhabi regime. To do so, the Emirati have developed a regional dynamism which is based on significant tools of influence: economic diplomacy, lobbying, disinformation, militarization of their diplomacy, financing of rebel movements, recruitment of militias and private security companies ... in short, a whole arsenal, which mixes between soft power and hard power, and which aims to defeat political Islam and to break up civil society in the countries of the Arab Spring (as in Tunisia and Egypt ). As a result, the problem addressed in the article will be: Analyze and understand how a small country knew and was able to accumulate this power and influence which greatly impinges on its true capacities, given its dimension and demographics, which is in itself one of the topics that can provide Analysis of the foreign policy sector, especially with regard to small states.
