فيروس كورورنا و الأمن الإنساني المخاطر و الفرص

Abstract

مع تخطي عدد المصابين بفيروس كورنا عتبة الثلاثة ملايين و حاجز 200 ألف وفاة مع نهاية شهر أفريل 2020، يبدو أن البشرية قد دخلت التاريخ من الباب الواسع، من خلال معايشتها لأكبر خطر أجبر السكان على التزام بيوتهم طوعا، وهو أمر لم تعرفه البشرية حتى في فترة الحرب العالمية الأولى و الثانية. كما تحيلنا هذه الأزمة الصحية إلى جملة من التحولات الهامة و المرتبطة ببعضها البعض، على غرار استفاقة العالم لأهمية القطاع الصحي و عدم جدوى القوة العسكرية أمام عدو غير مرئي لا يميز بين ضحاياه، و كذا ضرورة إعادة النظر في مكانة الأمن الإنساني في سلم الأولويات. وهو الأمر الذي يبدو أنه بدا يجد بعض ملامحه من خلال سلسلة الإجراءات التي اتخذتها دول العالم في سبيل حماية الإنسان و تعزيز أمنه الصحي و الحفاظ على نسق الحياة العامة. With the number of infected people by Coronavirus which exceeds 3 millions and 200 thousand deaths by the end of April 2020. It seems that mankind has entered history through the wide door, by experiencing the greatest danger that forced the inhabitants to stay at their homes voluntarily. Effectively, it's something that humans did not witness even during the First and Second World Wars. This health crisis also refers us to a number of important and related transformations, such as the world's awakening of the importance of the health sector and the uselessness of military power in front of an invisible enemy that does not distinguish between its victims, as well as the need to reconsider the place of human security as a priority. Besides, it's quite obvious how mankind began to find some of his features through a series of measures taken by the world countries in order to protect the human being, enhance his health security, and maintain the pattern of public life.
