نماذج الأداء الاستراتيجي الامريكي تجاه السلوك التوازني عند القوى التعديلية

Abstract

عرفت الهيمنة الامريكية على النظام الدولي وقواعده في الآونة الأخيرة تراجعاً ملفت للنظر نتيجة عدة أزمات وتصاعد وتيرة سلوكيات القوى الصاعدة المتحدية لتلك المكانة. وبهدف الحفاظ على هيمنتها، طورت الولايات المتحدة عدة نماذج لأدائها الاستراتيجي ترجمة إلى إستراتيجيات مختلفة. وعليه، تهدف الدراسة ذات الطبيعة الاستكشافية إلى توضيح أهم نماذج الأداء الاستراتيجي الامريكي المستخدمة تجاه السلوك التوازني الذي تبديه القوى التعديلية والرامية لتحدي الهيمنة الامريكية. ومن أجل ذلك، تم الاستعانة بالمنهج الوصفي، مقترب النسق الدولي ومقترب الهيمنة خدمة لأهداف الدراسة. وخلص البحث في الأخير، إلى أن تنوع نماذج الأداء الاستراتيجي الأمريكي ناتجة بالدرجة الأولى عن السلوك التوازني الذي تظهره القوى التعديلية تجاه الهيمنة الامريكية، إلى جانب سعي هذه الاخيرة من خلال هذه النماذج إلى تأمين مكانتها كقوة عظمى من المنافسة. The US hegemony over the international system and its rules has recently witnessed a striking decline due to several crises and the escalating behavior of the rising powers that challenge such status. And to maintain its hegemony, the United States has developed several models of its strategic performance which translate into different strategies. Accordingly, the study’s exploratory nature aims to illustrate the most important models of US strategic performance used towards the balancing behavior exhibited by the revisionist powers aimed at challenging US hegemony. To this end, we used the Descriptive Method, the Systems Analysis Approach and the Hegemony Approach to serve the objectives of the study. The research concluded that the diversity of US strategic performance models is primarily a result of the balanced behavior exhibited by the revisionist forces towards US hegemony, in addition to the latter sought through these models to secure its position as a superpower from competition.
