الفعل الديمقراطي في الدول العربية بين الممارسة والإصلاح

Abstract

لقد سعت العديد من الدول المتقدمة والنامية إلى اعتماد مبادئ الديمقراطية نظرا لأهميتها داخل المجتمع ومساهمتها في بناء الدولة الحديثة، ولكن البحث عن الديمقراطيه قد شهد العديد من الصعوبات وهوما تطلب منها إجراء حزمة من الإصلاحات. وعلى هذا الأساس ارتأينا ان نسلط الضوء على هذا الموضوع الذي يهدف إلى دعم الشفافية والمساءلة، ذلك أنهما يعتبران من بين الأسس التي يرتكز عليها مبدأ التحول الديمقراطي، بالاضافة الى انهما مرتبطان باستقلالية القضاء ونزاهته الذي بالإضافة إلى دوره التشريعي والرقابي فإنه يساهم في تعزيز مبادئ الحوكمة. كما أننا في هذه الدراسة سنبين كيف أن فعالية العمل البرلماني والمجتمع المدني يدعمان نشر قيم الديمقراطية، والتي بدورها تحارب التجاوزات داخل المجتمع خاصة ظاهرة الفساد السياسي. كلمات مفتاحية: الديمقراطية، الدولة الحديثة، الإصلاحات، الشفافية والمساءلة، الحوكمة. Abstract: The search for democracy has encountered many difficulties, which have required a series of reforms to be undertaken. On this basis, we have decided to study this subject, which aims to support transparency and accountability, since they are considered among the foundations on which the principle of democratic transformation is based, in addition they are linked to independence and the integrity of the judiciary which, in addition to its legislative and control role, contributes to the strengthening of the principles of governance.
