dc.description.abstractشهدت القارة الافريقية منذ استقلالها احداثا كثيرة، كان ابرزها النزاعات الاثنية، التي طغت على المشهد الافريقي في الفترة التي تلت الاستقلال، حيث سجلت اكثر من 18 دولة افريقية نزاعا اثنيا، من اصل 53 دولة افريقية. و هو ما جعلنا نتساءل عن اسباب هذه الظاهرة التي عصفت بامن و استقرار الدول الافريقية.منذ استقلال الدول الافريقية، و هي تسعى جاهدة من اجل تحقيق التنمية بمختلف مجالاتها السياسية و الاقتصادية، الا انها ظلت عاجزة عن ذلك بالرغم من الثروات و الموارد التي تملكها، و التي كان من المفترض ان تكون دافعا لعجلة التنمية. و على غرار المتوقع ساهمت هذه الموارد في خلق النزاعات في انحاء عديدة من القارة. تصدر النزاع على الموارد المختلفة في قائمة اسباب النزاعات الافريقية. في ظل النزاع الاثني، اصبحت عملية التنمية صعبة التحقيق، فبالرغم من كل الجهود الافريقية ما زالت عملية التنمية تتلقى عراقيل كبيرة و تتاثر بظواهر عديدة في مقدمتها النزاعات الاثنية. و تاسيسا على ما سبق طرحنا الاشكالية التالية: كيف اثرت النزاعات الاثنية على مسار التنمية في افريقيا، في ظل كثرة الموارد الطبيعية و غياب الاستقرار الامني؟ من هذا المنطلق برزت اهمية بحثنا،الذي يسعى لربط العلاقة بين النزاعات الاثنية و التنمية في افريقيا، فارتكز مجتمع البحث على القارة الافريقية عامة و على جمهورية الكونغو الديموقراطية خاصة، و التي قمنا باختيارها كعينة قصدي. لانه تتوفر فيها كل مقومات التنمية من موارد طبيعية و مساحة شاسعة، و قوة شبابية، لكن تصنف بين الدول الافقر في العالم، و هي من الدول التي تشهد منذ الاستقلال في الخمسينات نزاعا اثنيا بين الدولة و الجماعات المسلحة من جهة، و بين الدولة و الدول المجاورة التي تتشاطر معها الموروث الاثني و القبلي من جهة اخرى. ارتكز موضوعنا على دراستين سابقتين باللغة العربية و دراسة وردت باللغة الانجليزية، و قد قمنا بتحليل الموضوع وفق مزيج من المناهج التي ساعدتنا لاستخلاص نتائج بحثنا هذا، اذ قمنا برصد اهم النزاعات الافريقية، و اسبابها، بالاضافة الى دراسة خصائص القارة الافريقية و النزاعات بها، ثم انتقلنا الى دراسة عينتنا و المتمثلة في جمهورية الكونغو الديموقراطية من اجل فهم العلاقة بين النزاع الاثني و التنمية بها. فركزنا دراستنا على فهم اسباب النزاع الكونغولي و مساره، مع رصد لتاثيره على عملية التنمية من خلال دراسة لتاثير النزاع على مؤشرات التنمية. و خلصت دراستنا الى اعتبار ان تاثير النزاعات الاثنية على التنمية في افريقيا كبير جدا، اذ لايمكن لاي دولة افريقية الحديث عن تنمية سياسية، و اجتماعية، و اقتصادية ضمن بيئة نزاعية، لان التنمية بمختلف مجالاتها تفترض مجتمع مستقر، فالانسان لا يتجه الى الاهتمام بالمشاركة السياسية و هو في بيئة لا تتوفر فيها شروط السلامة الشخصية. فلا يمكن له العمل من اجل التنمية و الحاجة الانسانية الاولى غير متوفرة و هي الحاجة الى البقاء على قيد الحياة. Since its independence, the African continent has witnessed many events, the most prominent are the great violence wich have been seen by many African countries. The post-independence period has witnessed major ethnic conflicts.That have overshadowed more than 18 African countries in from 53 have recorded ethnic conflict, This made us wonder about the causes of this phenomenon, which affected the security and stability of African countries. Thoes African countries have been tried to devlop in all its fields,but they havent been unable to do so despite the wealth and resources it possesses, which are so vital for development. It Unfotunathly natural resources list the causes of African conflicts. Thus, the ethnic conflict become so influencial for development in Africa process has become difficult to achieve. Despite all of Africa,a great obstacles, including ethnic conflicts. We have raised the following problem: how the internal and border conflicts affected the course of development in Africa, Security and stability? This is the importance of this topic, which seeks to link the relationship between ethnic conflicts and development in Africa, has been emphasized. The research community has therefore been based on the African continent in general and the Democratic Republic of Congo in particular, which we have chosen as a deliberate sample. It is one of the poorest countries in the world. It is one of the countries that has witnessed an ethnic conflict between the state and the internal armed groups between the state and neighboring countries since independence. We have found in our subject two previous studies in Arabic and a study in English. We analyzed the subject according to a combination of the methods that helped us to draw the results of our research. We monitored the most important African conflicts and the causes and components of the African countries. We used on to our sample study of the Democratic Republic of the Congo in order to understand the relationship between ethnic conflict and non-development. Our study concluded that ethnic conflicts are the most important impediments to African development, so no African country cant realize political, social and economic development within conflict environment, the development in its various fields assumes a security society because people do not tend to pay attention to participation in Political or democratic elections, and will not care about increasing national income or empowering women to participate politically in an environment that does not meet the requirements of personal safety. It can not work for development and the first humanitarian need is not available - the need to survive.fr_FR
