جيوبوليتيكا السياسة الخارجية الروسية تجاه المنطقة العربية

Abstract

"تأتي هذه الأطروحة على خلفية زخم هائل من الدراسات والأبحاث الأكاديمية المتخصصة الأكثر اهتماما بتحليل حركة – مجال" الفواعل السياسية ونظاميتها؛ وطبيعة مؤشرات ومحددات فضاءات الصدام الجيوسياسي الكوني بين الشرق والغرب، فضلا عن إطلاق مقاربات تتبنى التحليل الجيوبوليتيكي وتدافع باقتدار عن الجيوبوليتيكا والنيوجيوبوليتيكا، مؤسسة بذلك لاعتقاد جديد راسخ مطلع القرن الحادي والعشرين يحتمل مجددًا فكرة انتعاش القصة الرمزية للجيوبوليتيكا . تدعي هذه الدراسة بأن تحليل "نظامية و حركية" روسيا الاتحادية داخل فضاءاتها الحيوية "الخارج القريب و الخارج البعيد" يمثل على الأرجح أحد أبرز وأهم مفاتيح فهم اللوحة التصورية الجيوبوليتيكية العالمية الراهنة؛ ومع ذلك، وإذ تتعدد وتتضارب التحليلات و المقاربات و الرؤى الاستراتيجية حيال جيوبوليتيكا توجهات السياسة الخارجية الروسية تجاه مناطق و أقاليم كثيرة من العالم؛ تأتي المنطقة العربية بكل مكوناتها الحضارية ، الدينية و الاثنوغرافية ، السياسية و الاقتصادية و الثقافية ذات الأهمية الجيواستراتيجية لتمثل أيضًا أحد أهم و أبرز فضاءات ذلك الصدام الجيوسياسي العالمي، مما دفع بمسارهاته المحاولة البحثية نحو التأسيس لافهامات جديدة حول توجهات موسكو الخارجية في بعدها الجيوبوليتيكي تجاه المنطقة العربية، و تحديدا خلال فترتي حكم الرئيس "بوتين" الأولى و الثانية، مفسرة بذلك محددات صعود الدور الروسي في الفضاء العربي ؛و كذا تدخل روسيا الاستراتيجي المباشر في الشرق الأوسط عبر سوريا، اختبارا لمدى رسوخ الجيوسياسة الروسية في التقليد الواقعي البراغماتي العقلاني و الواقعي المشروط حصرًا، و من ثم قراءة القدرة التفسيرية للنظرية الواقعية على اعطاء فهوم أكثر تماسكا من ناحية نظرية لسلوك روسيا الخارجي، فضلا عن تأكيد تراجع درجة تأثير الدور الايديولوجي الاشتراكي العقائدي على توجهات و قرارات موسكو الخارجية الجديدة مؤخرا خاصة تجاه منطقة الخليج العربي و الشرق الأوسط تحديدا، و بالمقابل سعي موسكو نحو تغليب عامل المصلحة الوطنية و انتهاج سياسة الدفاع الهجومي والاستخدام المباشر للقوة موقفيًا، مع تبني سياسة العون الذاتي و الدبلوماسية متعددة الأطراف . نظرا لضبابية و تتاخم حدود المشهد التحليلي للأبعاد الجيوبوليتيكية للسلوك الخارجي الروسي، فإن هاته الدراسة تلجأ إلى اقحام الهندسة الرياضية و الاحصاء الاستدلالي كمداخل كمية لإعطاء تفسيرات مختلفة جزئيا، و ذلك من خلال ضبط أهم مؤشرات بعض الفضاءات الجيوبوليتيكية التحليلية كالفضاء "ديمو-بوليتيك" و "دبلو-استراتيجيك" و الفضاء " الاقتصادي" ؛ و على الأرجح، فإن الأطروحة تحاجج مبدئيا بأن تدخل روسيا العسكري المباشر في سوريا مؤشر حقيقي على عودة روسيا فعليا إلى المنطقة العربية، ما يسهم نظريا في انتعاش القصة الرمزية للجيوبوليتيكا (التحليل الجيوبوليتيكي)، وأن تعدد وكثافة تنويعات المقاربات الخطابية الجيوبوليتيكية العالمية المعاصرة، لم يلغيا تأكيد الثنائية الصراعية القارية الراسخة بين الأطلسيين والأوراسيين تحديدًا ، اضافة إلى أن السلوك الخارجي الروسي – لفترات سابقة -هو محصلة محددات عديدة مختلفة واقعية و ليبرالية و قومية، غير أن كاريزما الرئيس "فلاديمير بوتين" كانت ولاتزال بمثابة محدد أساسي في ذلك ، كما ترى بأن التحليل الجيوبولتيكي للسلوك الخارجي الروسي تجاه المنطقة العربية ينبئ عن وجود علاقة تناسبية معقدة بين مؤشرات الفضاءات التحليلية تأكيدا لوحدة الهدف على مستوى القرار الخارجي، وأخيرا: فإن القرار الخارجي الروسي يحتكم عادة إلى عامل المصلحة القومية العليا مع تغليب منطق القوة، ما يؤكد بصورة أوضح أن خطاب روسيا الجيوبوليتيكي الخارجي لا يزال راسخا بعمق في التقليد الكلاسيكي الواقعي النظري والتقليد الواقعي المشروط تحديدًا . أفضت الدراسة إلى اعتبار القرن الحادي والعشرين قرنا للجيوبوليتيكا بامتياز. مؤكدة بان "حركة – مجال" روسيا تجاه المنطقة العربية وغيرها من المناطق في العالم ما هي سوى محصلة و انعكاس واضح لطروحات و مقاربات الأوراسيين الروس الجدد، كما أنها مجرد دليل حقيقي يؤكد مدى رسوخها و بعمق في التقليد الواقعي الكلاسيكي البراغماتي العقلاني المشروط، و بالمقابل بداية تخلي موسكو عن جدوى الآلية الإيديولوجية الاشتراكية العقائدية تجاه مواقع كثيرة من العالم ، ذلك أن خطاب الجيوسياسة الروسية لم يعد قائما على الايديولوجيا الشيوعية القومية، بل على البراغماتية الواقعية الدفاعية الهجومية المشروطة، وأن من دوافع الجيوسياسة الروسية وتوجهاتها الخارجية الراهنة، دافع ملء الفراغ والتطلع إلى المشاركة في حل ومعالجة القضايا الدولية، واعتبار روسيا شريكا مهما وأساسيا، سعيا نحو بناء عالم متعدد الأقطاب بدلا من استمرار هيمنة القطب الواحد ، و هو ما يؤكد مرة أخرى أن روسيا في علاقتها الجيوسياسية الراهنة مع المنطقة العربية و غيرها لم تعد دولة الوضع القائم No Status- quo State في النظام الدولي الجديد .
