الدولة المعاصرة و العولمة الثقافية

Abstract

The transformations taking place in the international arena have led to the emergence of an age characterized by many features that have led to many changes affecting the State and society. Thus, the contemporary state is living an era marked by the characteristics of Living an era characterized by the features created by the acceleration of computer technology, communication, media and high information technologies, which affects the culture and values that today are the focus of attention of States and governments as a dimension to the three traditional dimensions of influence: economic, political and military. This thesis tries to address the problematic existence of a reality of network relations between countries and new actors in global politics, which imposes a number of changes on the local culture and values themselves, where the great contrast between the domestic, international and global issues, and this within the context of globalization. For this reason, the theoretical part of the study is devoted to the detection of terms related to: contemporary state, globalization, culture and values, and everything related to the characteristics and historical development. Then we talked about the stages of globalization of the society culture today, as well as knowledge of the indicators by which we measure the impact of globalization in contemporary societies, in addition to addressing the mechanisms of cultural globalization represented in communication technology and media as well the economic dimension. The effects of cultural globalization on the contemporary state, which have varied cultural and moral influences on the political, security and social aspects, have also been elaborated, but these have cultural dimensions as well as values. The practical part included a prospective study to explore the future of culture and values within the effects of cultural globalization. To achieve this, three basic scenarios were emphasized: the balanced scenario, the optimistic scenario, the pessimistic scenario. And through it a fundamental result was reached based on the continuation of the globalization influences on culture, which are directed towards cultural fragmentation, In the sense of dissolving cultures within the stronger culture, through an effective mechanism to distort traditional structures and alienation of human beings. Finally, we recommend that researchers should pay greater attention to the culture and values in the middle of global changes. We also recommend that governments should be more concerned with the cultural aspect as it is equally important to other economic ,social and military sectors and that they show their willingness to find appropriate ways to face the effects of Cultural globalization, and from it to the protection and immunization of its own culture and values. لقد قادت التحولات الحاصلة على الساحة الدولية الى ظهور عصر يتميز بسمات عديدة ادت الى العديد من التغيرات التي تؤثر على الدولة و على المجتمع. و بذلك اصبحت الدولة المعاصرة تعيش عصرا يتميز بسمات خلقها تسارع تكنولوجيا الكمبيوتر والاتصال والمعلوماتية و الاعلام، ما يؤثر على الثقافة و القيم التي اصبحت اليوم محط اهتمام الدول و الحكومات بوصفها بعدا مضافا الى ابعاد النفوذ التقليدية الثلاثة: الاقتصادية، السياسية و العسكرية. تسعى هذه الاطروحة الى معالجة اشكالية وجود واقع من العلاقات الشبكية ما بين الدول و الفواعل الجدد في السياسة العالمية، ما يفرض جملة من التغيرات على الثقافة و القيم المحلية ذاتها، حيث تاكد التعارض الكبير ما بين القضايا المحلية والدولية و العالمية، و هذا ضمن نسق العولمة. وبذلك فان الجزء النظري للدراسة خصص للكشف عن المصطلحات المتعلقة ب: الدولة المعاصرة، العولمة، الثقافة و القيم، و كل ما يتعلق من خصائص و تطور تاريخي. ثم تم الحديث عن مراحل عولمة ثقافة المجتمعات اليوم، و كذا معرفة المؤشرات التي من خلالها نقيس تاثير العولمة في المجتمعات المعاصرة، اضافة الى التطرق الى اليات العولمة الثقافية المتمثلة في تكنولوجيا الاتصال و الاعلام و كذا البعد الاقتصادي. كما تم التفصيل ايضا في اثار العولمة الثقافية على الدولة المعاصرة و التي تنوعت من اثار على الجانب الثقافي و القيمي الى اثار على الجانب السياسي، الامني و الاجتماعي، و لكن هذه الاثار لها ابعاد و ارتباطات بالجانب الثقافي و كذا القيمي. اما الجزء التطبيقي فقد تضمن دراسة استشرافية لمحاولة استكشاف مستقبل الثقافة و القيم ضمن تاثيرات العولمة الثقافية، و لتحقيق ذلك تم رصد ثلاث سيناريوهات اساسية وهي سيناريو الدور المتوازن، السيناريو التفاؤلي، السيناريو التشاؤمي، و من خلال ذلك تم التوصل الى نتيجة اساسية مفادها استمرار التاثيرات العولمية على الثقافة و التي تسير نحو التشتيت و التفتيت الثقافي، اي تذويب الثقافات داخل الثقافة الاقوى، عن طريق الية فاعلة لتشويه البنى التقليدية و تغريب الانسان. وفي الاخير نوصي بضرورة ان يبدي الباحثون اهتماما اكبر بثقافة وقيم المجتمعات اليوم في ظل التغيرات العالمية، كما نوصي بضرورة ان تهتم الحكومات اكثر بالجانب الثقافي كونه يتوازى في اهميته مع بقية القطاعات الاخرى الاقتصادية والعسكرية الاجتماعية، و ان تبدي هذه الحكومات الرغبة في ايجاد السبل المناسبة للتصدي لاثار العولمة الثقافية، و منه الى حماية و تحصين ثقافتها و قيمها الخاصة بها.
