دور الطاقة في رسم إستراتیجیات روسیا الإتحادیة تجاه بیئتها الإقليمية منذ سنة 2000

Abstract

مع بدایة القرن الواحد و العشرین بدا التغیر واضحا في تصورات الاستراتیجیة الروسیة تجاه بیئتها الخارجیة، بعد الضعف و الإنكفاء الذي كانت تتسم به سیاستها تجاه بیئتها الإقلیمیة و الدولیة، و الذي یعود بالأساس إلى غیاب مفهوم الدولة الروسیة الجدیدة و هویتها و حدود مصالحها، أین تبنت القیادة الروسیة مع مطلع الألفیة الجدیدة عقیدة استراتیجیة واضحة ترتكز على الواقعیة البراغماتیة، و توظیف قدراتها وٕ امكاناتها لفرض نفسها كقوة كبرى على الصعید الدولي و كقوة مهیمنة في بیئتها الإقلیمیة، هذه الأخیرة التي تعد دولها مجال نفوذ حیوي للمصالح الروسیة وفق مبدأ" الجوار القریب"، و لتحقیق هذه الغایة ارتكزت روسیا على أحد مقومات قوتها المتمثلة في "الطاقة"، من خلال بناء شبكة معقدة من العلاقات الطاقویة مع دول فضاءاتها الإقلیمیة وٕ احكام السیطرة على البنى التحتیة فیها، و اعتمدت في تحقیق ذلك على الشركات الطاقویة الكبرى الروسیة و على شبكة خطوط أنابیب نقل الطاقة، و كذا إعادة دمجها في أطر و ترتیبات مؤسساتیة لضمان هیمنتها و نفوذها على هذه الدول من جهة، و منع التواجد الغربي الذي یشكل تهدیدا لأمنها القومي و مصالحها العلیا من جهة أخرى. و تم التوصل إلى أن سعي القیادة الروسیة لفرض نفوذها عل دول جوارها الإقلیمي وفق استراتیجیة طاقویة متعددة الآلیات و الأبعاد، كانت ذات نتائج متباینة حسب كل دولة من دول فضاءاتها بیئتها الإقلیمیة، فقد استطاعت إبقاء دول تحت نفوذها و هیمنتها و ضمان ولائها السیاسي و انجذابها للمركز (روسیا)، و دول بقیت في نقطة التوازن في علاقاتها مع روسیا و انضمامها لمبادراتها التكاملیة الإقلیمیة، أما دول أخرى فقد فقررت التوجه نحو البحث عن بدیل و الاندماج في المنظومة الغربیة، هذا فضلا على إثبات الواقع الدولي و التغیرات البنویة التي یعرفها و كذا الأزمات المستعصیة، على محدودیة قوة الطاقة و توظیفها في توجیه سلوكات الدول، و ذلك حسب موقع كل دولة من منظومة الطاقة العالمیة شدیدة التعقید و مدى تأثیرها في دینامیكیة التنافس الطاقوي و لعبة الطاقة. At the beginning of the Twenty-First Century, the change in the perceptions of the Russian strategy towards its external environment seemed obvious, after the weakness and denial that characterized its policy towards its regional and international environment, which is mainly due to the absence of the concept of the new Russian state, its identity and the limits of its interests, where the Russian leadership adopted at the turn of the new millennium a clear strategic doctrine based on pragmatic realism, employing its capabilities and potentials to impose itself as a major power at the international level and as a dominant force in its regional environment, the latter, whose countries are a vital sphere of influence for Russian interests according to the principle of" neighborhood" to this end, Russia has built on one of the pillars of its power In order to achieve this, it relied on major Russian energy companies and the network of energy transmission pipelines, as well as reintegrating them into institutional frameworks and arrangements to ensure its dominance and influence over these countries on the one hand, and prevent the Western presence that poses a threat to its national security and supreme interests on the other. It was concluded that the Russian leadership's quest to impose its influence on the countries of its regional neighborhood according to a multimechanism and multidimensional energy strategy, with varying results depending on each of the countries of its regional environment, it was able to keep countries under its influence and dominance and ensure their political loyalty and attraction to the center (Russia), and countries that remained at the balance point in their relations with Russia and joining their regional integration initiatives, while other countries decided to move towards searching for an alternative and integrating into the Western system, in addition to proving the international reality structural changes, as well as intractable crises, affect the limited power of energy and its use in directing the behavior of states, according to The location of each country in the global energy system is very complex and the extent of its influence on the dynamics of energy competition and the energy game.
