تنافس القوى الإقليمية و الدولية على الخليج و إنعكاساته على الأمن الإقليمي منذ نهاية الحرب الباردة

Abstract

تهدف هذه الدراسة إلى تحليل إنعكاسات ظاهرة تنافس القوى الإقليمية و الدولية على الأمن الإقليمي الخليجي منذ نهاية الحرب الباردة. فإقليم الخليج يدفع ضريبة الجغرافيا التي جعلت منه إقليما إستراتيجيا بإمتياز، حيث أن تفاعلات القوى الإقليمية المتنافسة على مكانة المهيمن الإقليمي و هي؛ السعودية و إيران تزيد من إحتمالات تصادم هذه القوى نتيجة تعارض مصالحها و سياساتها و أجنداتها حول القضايا المحورية في الإقليم، لتكون تبعات ذلك غياب التصور المشترك حول التهديدات المفترضة بين الدول المكونة للنظام الإقليمي. يعقد ذلك وجود قوى خارجية لها أجندات خاصة تسعى لتحقيقها من خلال العمل على تواجدها المستدام في الخليج و هي؛ الولايات المتحدة الأمريكية، روسيا، و الصين، و بتصورات متناقضة حول معالم أمن الخليج تبعا لإستراتيجيات و سياسات تحصيل المكاسب التنافسية. و عليه، تتأسس هذه الدراسة وفقا لمعالجة إشكالية مفادها البحث عن مدى تأثر الأمن الإقليمي الخليجي بمخرجات العملية التنافسية الناتجة عن تفاعل القوى الإقليمية و القوى الدولية في الخليج، حيث يأتي هذا التدافع الدولي لتعظيم المكاسب و الأرباح في مجالات متعددة في ظل قضايا إقليمية كثيرة عالقة تزداد تعقدا بتدخلات الأطراف الخارجية إلى جانب أطراف إقليمية تنتهج إستراتيجيات غالبا ما تكون متضادة. بما يغير خريطة التحالفات و يعيد إنتاج سياسات المحاور بشكل ديناميكي. مما يخلق إحتمالات التصعيد في مواقف القوى الإقليمية و تكون النتيجة الحتمية هي تهديد الأمن الإقليمي الخليجي. و في الختام، خلصت الدراسة إلى أن التنافس الإقليمي و الدولي يقسم ظاهرة أمن الخليج إلى رؤى ومنظو ا رت متعددة ومتناقضة بين إقميمية ودولية، وبما يق وض أي إحتمالات لبناء تصور مشترك لمتهديدات و منه إنتفاء إحتمالية بناء مركب أمني خليجي على الأقل في الوقت الراهن، بما يحول الإقليم إلى بيئة مضطربة سياسيا و منكمشة إقتصاديا، و هو الأمر الذي يزيد من إنكشافية إقليم الخليج و تعاظم مصادر التهديد الداخلية و الخارجية التي يتعرض لها بسبب ثقل الحصيلة التنافسية بين القوى الفاعلة فيه. This study aims at analyze the repercussions of the phenomenon of competition of Regional and International Powers on regional Gulf security since the end of the Cold War. The Gulf pays the geography tax, which has made it a strategic region by excellence. The interactions of Regional Powers competing for the position of the regional hegemon, namely; Saudi Arabia and Iran, increase the possibilities of these powers clashing as a result of their conflicting interests, policies and agendas on the pivotal region’s issues. This complicates the presence of external forces that have their own agendas that they seek to achieve by working on their sustainable presence in the Gulf, namely; The United States of America, Russia, and China, with contradictory perceptions about the parameters of Gulf security, according to strategies and policies for achieving competitive gains. Accordingly, this study based on treating the problematic of how the Gulf regional security is affected by the outcomes of the competitive process resulting from the interaction of Regional and International Forces in the Gulf. Strategies are often contradictory, which may create the possibilities of escalation in situations that threaten the Gulf regional security. In conclusion, the study concluded that regional and international competition divides the Gulf security phenomenon into multiple and contradictory regional and international visions and perspectives, which undermines any possibilities of building a common perception of threats, including the absence of the possibility of building a Gulf security complex, at least for the time being, which turns the region into a turbulent environment. Politically and economically shrinking, this increases the vulnerability of the Gulf region and the growing internal and external sources of threat to which it is exposed due to the weight of the competitive outcome among the active forces in it.
