المهاجرون السريون في المنطقة الأورو-متوسطية بين تجاذبات الحلول الأمنية والحقوقية

Abstract

حاول هذه الدراسة فحص كيف أصبحت الهجرة غير الشرعية تشكل تهديدا لأمن أوروبا وهويتها لدرجة ان العديد من التيارات السياسية والنخب الأمنية وحتى بعض الأكاديميين يعتبرونها كأحد أهم التهديدات الحقيقية التي ينبغي أخذها مأخذ الجد ضمن هذه المنطقة التي لازالت تعد قلب العالم. نثير الدراسة العديد من القضايا وعلى رأسها كيف أن الإجراءات والسياسات المتعلقة بالهجرة غير الشرعية تطرح معضلة واشكالية معقدة وفحواها ماهي أفضل السبل لتصميم وتنفيذ استراتيجية يمكن من خلالها التوفيق بين تقليص والحد من المهاجرين غير الشرعيين مع الآخذ في الاعتبار ضمان الجوانب الحقوقية والإنسانية لهؤلاء، سيما عندما يتعلق الامر بالبلدان الأوروبية التي تتميز بسلوك عدائي لكل ما له علاقة بموضوع الهجرة غير الشرعية. يخلص هذا البحث لمجوعة من النتائج من أبرزها أن أفضل مقاربة وأكثرها انسجاما لمعالجة مشكلة الهجرة غير الشرعية ينبغي ان تمر عبر تشجيع البلدان التي تشكل مصدرا لها كي تنخرط في إصلاحات سياسية واقتصادية جادة وكذا محاربة الفساد، كون تأثيراته وتداعياته تعد من ابرز أسباب تنامي هذه الظاهرة. الملخص باللغة الأجنبية This study tries to examine how illegal immigration has become more and more a threat to the stability and even identity of european nations to the point the phenomenon is considered as a real security concern, so that politicians, security elites and academics are qualifing it among securitisation issues that need to put enough stress on it. Such issues are highlighted in this study, such as, how measures and procesudes taken towards illegal immigrants raise a real dilemma which is how to implement an effective strategy that can help, from one hand make an end or at leat minimize illegal immigration, and from the other hand ensuring the protection of human side of this phenomenon, especially when it comes to european nations as host countries with a hostile and unwelcoming attitudes towards illegal immigration. The study finds out that the best way to build a better and coherent appraoch to deal with this phenomenon should be via encouraging and .helping origin countries of illegal immigrants to undergo deep political and economic reforms and combatting corruption.
