Abstract

المقالة محاولة محدودة تدعي بناء تصور جزئي للجيوسياسة الروسية الخارجية الجديدة تجاه المنطقة العربية تحت إدارة "بوتين" ، و هي تحاجج مبدئيا بأن هناك اعتباران كافيان لتأسيس ملامح أوضح للسياسة الخارجية الروسية ، هما طغيان العقيدة الجيوبوليتيكية و تحكمها التاريخي في رسم سلوك و مصير روسيا تجاه محيطها الخارجي أولا ، و هذا لدى فصيل لا بأس به من نخبة روسيا السياسية عبر ثنائية ضدية كونية قارية قائمة مسبقا بين الولايات المتحدة و روسيا، و ثانيا عامل ترسخ لا مشروط للسياسة الخارجية الروسية و بعمق في التقليد الواقعي للعلاقات الدولية و النظام الدولي، باختصار مجازي ؛ فإن الورقة تريد أن تجيب عما إذا كان هناك من حدود معلومة للقدرة الموضوعية لـ " الحصان الواقعي" لـ "والتز" و آخرين ؛ على تلمس و اقتفاء آثار "الدب الروسي " المتجه صوب الشرق الأدنى الموسع "جيوسياسيا" هذه المرة تحت إمرة "بوتين"؟ The article is a limited attempt that claims to build a partial perception of the new Russian foreign geopolitics towards the Arab region under Putin's administration.
