Résumé: بالتركيز على الأدوار التي تؤديها الفواعل غير الدولاتية، فإن هذه الدراسة تهدف إلى الحصول على فهم وتحليل متكاملين للتحولات العميقة التي شهدتها العلاقات الدولية بنيويا و على مختلف الأصعدة والتي انعكست على الحقل المعرفي أيضا. ذلك أن نظريات الحقل التقليدية، التي تسستند إلى تصور مركزية الدولة كإطارتحليلي للنظام الدولي، و رغم أنها هيمنت في النصف الأول من القرن العشرين، إلا أنها لم تعد ملائمة لفهم التغيرات الهيكلية الجارية في بنية النظام الدولي. مرد ذلك بروز موضوعات جديدة على أجندة السياسة الدولية، كقضايا البيئة و الصحة و التنمية الإنسانية، و تنامي مطرد لعدد و ادوار فاعلين جدد من غير الدول، و المرتبطة فيما بينها بنظم معقدة من التفاعلات، خلقت عمليات جديدة تتجه بالنظام الدولي نحو تقوية أطر التعاون و التكيف و تجاوز اطر الصراع و النزاع، و ذلك من خلال مشاركة تلك الفواعل "المنظمات الدولية الحكومية و غير الحكومية، الشركات المتعددة الجنسيات، المجموعات الابستيمية و المعرفية، إضافة إلى الجماعات اللاشرعية و مختلف تكوينات المجتمع المدني العالمي"، في ضبط تفاعلات المستويات المختلفة للسياسة العالمية، ضمن ما أصبح يعرف بالحوكمة العالمية لقضايا الاقتصاد العالمي، القضايا البيئية، و الأزمات الصحية، و حقوق الإنسان الذي يعد المجال الأبرز الذي تلعب فيه المنظمات غير الحكومية دور القاطرة، سعيا منها لتأسيس نسق حقوقي عالمي موحد. تلك المعطيات دفعت ببعض الاتجاهات النظرية إلى اعتبار أن "الدولة القومية" تعرف أزمة وجود، و تأكيد بديل ممثل في حكومة عالمية مرتقبة، غير أن اتجاهات أخرى و بناء على معطيات موضوعية تقول ببقاء الدول القومية كفاعل أساسي في العلاقات الدولية الى جانب الفواعل الأخرى، و لكن مع تغير في طبيعتها و أدوارها. رغم أن المنظمات غير الحكومية المعناة بحقوق الإنسان استطاعت التأثيرعلى - وفي سلوك الفواعل الرسمية "الدول والمنظمات الدولية الحكومية" فيما يخص ضرورة حماية و ترقية الحقوق الأساسية للإنسان، و ذلك من خلال عملها على تضمين معايير حقوق الإنسان في الكثير من الصكوك الحقوقية الدولية، إضافة إلى مساهمتها في إنشاء المحكمة الجنائية الدولية و تأسيس محاكم دولية خاصة بملاحقة و محاسبة من ثبت ارتكابهم لانتهاكات جسيمة لحقوق الإنسان، ناهيك عن ما تقدمه من خدمات إنسانية للإغاثة للدول التي تمر بأزمات خاصة، و برامج للتأهيل و التمكين للفئات المجتمعية المحدودة، إلا أن سعيها لتأسيس نسق حقوقي عالمي موحد يبقى رهين الخصوصيات المعيارية. Through an analytical focus on the roles of the non-state actors, this dissertation seeks a compehensive understanding of the acute structuralcmutations in "IR" that affected all aspects of world politics, which influenced IR as a discipline as well. Whereas state-centric IR mainstream theories are no more viable to understanding the ongoing changes occurring in the world system's structure. These structural shifts are due to the (re)emergence of new issues that reshaped international politics agenda, such as environment, health related problems and humanitarian development, to name but a few. Furthermore, the parallel emergence of the roles of non- state actors, of a complex "Interactionist" chart, created new apparatus of processes that sustain cooperation and adaptation in lieu of longstanding conflctual patterns. Main ways of new actors (IGO's), NGO's, Multinational Corporation, Epistemic Communities, Outlaw Groups and Global Civil Society) influence may be traced through their roles in the "regulation" of ir through the Global Governance of: the world economy, Environmental issues, health crises and human rights that are the salient sphere of NGO's influenceas it attemps to promote global human rights regime. Many "IR" approaches assumes that this state of affairs in "IR" justifies a questioning of the Nation-State very existance and, alternatively, postulates that a world government should adress the problem of the system's deficiency. However, other perspectives tend to state that states would persist as crucial actors in "IR" along with other actors, whilst a shift in its nature and role would occur. NGO's working on human rights have a promising records as to its impacts on states'behavior and also on intergovernmental organizations efforts to protect and promote fundamental human right. Although, its attempts to endogenize human rights norms in many international human rights conventions and its contribution to the foundation of the International Criminal Court and the Special International Tribunals (to prosecute those who have committed serious violations of human rights) have been outstanding. However, the enterprise aiming at establishing a global unified human rights regime remains a utopian objective because of the relativity of norms.
