تأثير الإرهاب على الحوارات الأمنية في منطقة المتوسط منذ نهاية الحرب الباردة

Abstract

Since the end of the Cold War,terrorism has been considered as one of the largest security threats at local, regional and global levels. Many researches and debates have been undertaken on this phenomenon, because of its complexity. The phenomenon has seen as a fundamental change especially in terms of proliferation and its damage intensity. The Mediterranean region and its neighbourhood are the most affected important areas, and they have been scheduled on the agenda of the security dialogue between the Mediterranean Parties since the end of the Cold War, The phenomenon of terrorism has become a significant factor in the aftermath of the events of September 11, 2001, and classified as the most dangerous threats over the planet and for this reason, we would like to discuss that issue.In so doing, we have to treat the problematique of this thesis which is- How has the terrorist phenomenon changed the contents of security dialogues in the Mediterranean region since the end of the Cold War? To answer this crucial question, we made two assumptions: First ; terrorist phenomenon has had a limited impact on the contents of security dialogues before the events of September 11, 2001. Second ; - the terrorist phenomenon has had a significant impact upon the contents of security dialogues in the aftermath of the events of September 11,2001. To discuss this theme, we have adopted an appropriate study plan in four chapters in addition to an introduction and a conclusion. The first chapter focuses on the etymology approach for the variables of terrorism and security. The second Chapter tries to analyze several theories of the phenomenon of terrorism and the problematique of lack of security. While the third chapter focuses on the impact of terrorism on the contents of security dialogues before the events of September 11, 2001. The final chapter puts a light on the impact of terrorism on the contents of security dialogues in the aftermath of the events of September 11,2001. A methodological approach which is adopted for this study consists of several methodes i.e historical, descriptive comparative methodes ; historical method to analyze the evolution of the phenomenon of terrorism and historically the path of security dialogues after the end of the Cold War, a descriptive approach in order to provide a descriptive analysis of the phenomenon of terror and affected analysis Mediterranean security environment, the comparative method to analyze and compare the similarities and differences between the various policies and perceptions of the security .Furthermore, we have used the cultural approach to analyze the phenomenon of extremism and fundamentalism, and find out the appropriate means and tools to contain the terrorism. This study reaches the conclusion that the phenomenon of terrorism has relatively affected the contents of security dialogues, in the period from the end of the Cold War until the events of September 11 2001, and it is ended by classifying this phenomenon among those most dangerous threats,on the region's security . Moreover, terrorism is selested in the security agenda of sub-systems in the region, despite dealing it with military means. However, after the events of September 11, 2001 the phenomenon of terrorism has deeply affected the contents of security dialogues. The most clear impact, is changing the concept of terrorism in the European doctrine, like changing the means adopted to fight terrorism from the military means to non-military means. For example, the support of political and economic development to countries that export terrorism in one hand , and increase the cultural, religious and civilizational dialogue, between Christian countries of the North Mediterranean and the Islamic countries of the Southern Mediterranean . شكلت ظاهرة الإرهاب خلال العقود الثلاثة الأخيرة أكبر المواضيع إثارة للجدل و النقاش السياسي و الأكاديمي، اعتبارا إلى كونها أصبحت من أكبر التهديدات الأمنية على المستويات المحلية الإقليمية و العالمية. فمنذ نهاية الحرب الباردة، شهدت الظاهرة تحولا جوهريا لم تشهده من قبل من حيث مجال الإنتشار و شدة و خطورة الآثار و النتائج. و تعتبر منطقة المتوسط و جوارها أكبر المناطق التي تأثرت بخطورتها . فقد فرضت نفسها على جدول أعمال جلسات الحوار الأمنية بين أطراف المتوسط منذ نهاية الحرب الباردة، و تضاعفت أهميتها بعد أحداث 11 سبتمبر 2001. لذا فإن الإشكالية الرئيسية التي تثار في هذا الصدد هي: كيف أثرت الظاهرة الإرهابية على تغيير مضامين الحوارات الأمنية في منطقة المتوسط منذ نهاية الحرب الباردة؟ و للإجابة على هذه الإشكالية، تم صياغة الفرضيات التالية: أولا- أثرت الظاهرة الإرهابية في تغيير مضامين الحوارات الامنية قبل أحداث 11 سبتمبر تأثيرا محدودا، ثانيا - أثرت الظاهرة الإرهابية في تغيير مضامين الحوارات الأمنية قبل أحداث 11 سبتمبر تأثيرا كبيرا. و تم إعتماد خطة دراسة من أربع فصول ناهيك عن مقدمة وخاتمة. حيث تضمن الفصل الأول مقاربة ايتيمولوجية لمتغيري الإرهاب و الأمن، و تضمن الفصل الثاني مختلف الطروحات النظرية لدراسة ظاهرة الإرهاب و إشكالية غياب الأمن، في حين تضمن الفصل الثالث تأثير الإرهاب في تغيير مضامين الحوارات الامنية قبل أحداث 11 سبتمبر ، أما الفصل الأخير؛ فتضمن تأثير الإرهاب في تغيير مضامين الحوارات الأمنية بعد أحداث 11 سبتمبر. و تم توظيف مقاربة منهجية ملائمة لهذه الدراسة، حيث أعتمد المنهج التاريخي لتحليل تطور الظاهرة الإرهابية تاريخيا ومسار الحوارات الأمنية بعد نهاية الحرب الباردة، و المنهج الوصفي من أجل تقديم تحليل وصفي للظاهرة الإرهابية و تحليل البيئة الأمنية المتوسطية، و كذا المنهج المقارن في تحليل و مقارنة أوجه التشابه و الإختلاف بين مختلف سياسات و تصورات المنظومات الأمنية الفرعية في المتوسط، و في الأخير مقاربة التحليل الثقافي لتحليل ظاهرة التطرف و الأصولية و الإرهاب و الوسائل المناسبة لمعالجة هذه الظاهرة. و خلصت هذه الدراسة في نتائجها إلى التأكيد على أن الظاهرة الإرهابية، قد أثرت في تغيير مضامين الحوارات الأمنية في المتوسط، في الفترة ما بين نهاية الحرب الباردة إلى غاية أحداث 11 سبتمبر تأثيرا نسبيا و محدود، و ذلك من خلال تصنيفها ضمن أهم الأخطار المهددة لأمن المنطقة، و إدراجها في الأجندات الأمنية للأنظمة الفرعية في المنطقة، رغم استمرار التعامل معها في إطار محاربتها بالوسائل العسكرية. أما بعد أحداث 11 سبتمبر، فقد أثرت في تغيير مضامين الحوارات الأمنية في المتوسط تأثيرا كبيرا وواضحا، و ذلك من خلال تغيير مفهوم الإرهاب في العقيدة الأوروبية، و التي تجسدت في تغيير وسائل محاربته من الوسائل العسكرية إلى الوسائل غير العسكرية، فأصبحت تعتمد على دعم جهود التنمية السياسية و الإقتصادية و الإجتماعية في الدول المصدرة للإرهاب، و دعم الحوار الحضاري بشقيه الديني و الثقافي بين دول شمال المتوسط المسيحسة و دول جنوب المتوسط الإسلامية، كسبل جديدة لمحاربة العنصرية و التطرف و الإرهاب.
