Abstract

The subject of comparative military policies is one of the topics that are of a great importance in the studying African and Arab political systems during the period of independence, especially those systems where the phenomenon of military intervention in the political field has been directly observed. On several sensitive issues linked to the democratic transition, development and political stability. recently, the interest of researchers and specialists has increased after the popular movements witnessed in the Arab region, which brought back the civil-military issues of the facade after the influential roles Especially after these political changes 2011 led to the establishment of important foundations for building a political system after the ratification of the new constitution and the holding of new elections. There is no doubt that the outcomes of these transformations have had repercussions on the status of the military establishment within these Political systems. Therefore, this study tries to shed light on the Egyptian and Tunisian experiences by answering the main question about the location of the military establishment in the political process in Tunisia and Egypt in light of the new political transformations after 2011 and why its positions and roles differed. These changes are based on a set of basic hypotheses, and the most prominent one is that there is a correlation between the privileges granted to the military establishment and its attitude towards the political process during and after these political transformations. There is no doubt that the study of the Egyptian and Tunisian experiences is based on highlighting many indicators during Different periods of time, to understand and analyze the location of the military establishment within these politic. إن موضوع السياسات العسكرية المقارنة، يعد أحد المواضيع التي تكتسي أهمية بالغة في دراسة النظم السياسية الإفريقية والعربية خلال فترة استقلال هذه الدول، وخاصدة منها تلك النظم التي شهدت فيها ظاهرة تدخل الجيش في المجال السياسي بصفة مباشرة، ولعل أهمية هذا الموضوع جاء بعد تأثيرات هذه الظاهرة على عدة قضايا حساسة مرتبطة بالتحول الديمقراطي والتنمية والاستقرار السياسي، وخلال السنوات الأخيرة زاد اهتمام الباحثين والمختصين بهذا الموضوع بعد الحراك الشعبي الذي شهدته المنطقة العربية، والتي أعادت قضايا العلاقات المدنية العسكرية للواجهة، بعد الأدوار المؤثرة للجيوش العربية في هذا الحراك، خاصدة بعدما أفضت هذه التحولات السياسية 2011 إلى وضع أسس مهمة لبناء نظام سياسي، بعد المصادقة على الدستور الجديد وإجراء انتخابات جديدة، ومما لا شك فيه أن مخرجات هذه التحولات كانت لها انعكاسات على صدعيد مكانة المؤسسة العسكرية داخل هذه النظم السياسية، لهذا حاولت الدراسة البحثية تسليط الضوء على دراسة التجربة المصرية والتونسية من خلال الإجابة عن التساؤل الرئيسي حول موقع المؤسسة العسكرية في العملية السياسية في كل من تونس ومصر في ظل ما أفرزته التحولات السياسية الجديدة بعد العام 2011 ، ولماذا اختلفت مواقفها وأدوارها في هذه التحولات ؟، وذلك انطلاقا من مجموعة فرضيات أساسية كان أبرزها أن هناك علاقة ارتباطيه بين الامتيازات الممنوحة للمؤسسة العسكرية وموقفها تجاه العملية السياسية خلال وبعد هذه التحولات السياسية، ومما لاشك فيه أن دراسة التجربتين المصرية والتونسية، تمت بناء على تسليط الضوء على العديد من المؤشرات خلال فترات زمنية مختلفة، لفهم وتحليل موقع المؤسسة العسكرية داخل هذه النظم السياسية .
