تكنولوجيات الإتصال الحديثة و علاقتها بفعالية الجهاز البيروقراطي في الإدارة المحلية

Abstract

This study deals with the subject of modern communication technologies and their relationship to the effectiveness of the bureaucracy in local administration - a field study of the municipality of AL-MADHER batna - the purpose of the answer to the problem of focus primarily on the impact of modern communication technologies in the effectiveness of the bureaucracy in local administration - where the dismantled a group of questions which are summarized in the use of modern technologies in the field of study, and the extent of the contribution of the use of modern communication technologies in response to the requests of the bénéficiaires of the services of the municipalité, and the extent of its contribution to the quality of the service provided by the bureaucracy of the local community, and finally the contribution of these technological means of achieving the objectives of the local authority and the formulation of hypotheses to verify these questions, where the first hypothesis is approved the adoption of the sample discussed in the performance of its functions in the municipal area The study used a computer more than uses and other means of communication technology and support the second assumption that the contribution of the use of modern communication technologies in response to the requests of users and satisfy their needs, while the third hypothesis assumes that it contributes to the use of modern communication technology in achieving the quality of service provided by the various local administrative organs, the fourth hypothesis posits that the use of modern communication technologies in the municipality to achieve the objectives of the local authority. Accordingly, the reasons for choosing this subject is summarized in the importance reflected in the Filed under the title in the study of the impact of modern communication technology and its relationship to the effectiveness of the bureaucracy in the local administration, and Framedentrances theory of CONSTRUCTIVIST theory and theoretical symbolic functional interactive in the interpretation of its principal variables and then access to the desired objective of scientific and practical of this subject based on the descriptive approach and rely on the following data collection tools: the questionnaire, the contrast and observation in the collection of data and information from the research community, which was chosen in a comprehensive survey, so that the sample consisted in the agents of the municipality of AL -MADHER as follows: "agents of the implementation, control agents, agents of the framing." Accordingly, the study concluded, to the following: - The first hypothesis of this research has been achieved (based sample discussed in the performance of its functions in the municipal area of study to use the computer more than uses and other means of communication technology). - The second hypothèses has been achieved in the approuve (the contribution of the use of modern communication technology in responding to requests for users and satisfy their needs). - Were also verified the third assumption in the incomplete, which stipulates that (contribute to the use of modern communication technology in achieving quality of service ) and did not make sure and verify in other associated with incomplete including contributed by the bureaucracy in - As for the fourth hypothesis has been verified through what (the use of modern communication technology in the municipality to achieve the objectives of the localauthority). Therefore, the sample of the study made its negative opinion about what the bureaucracy presents from the désavantages of the complexité of the work and hindering the achievement of the objectives because the Municipality administration does not adopt the ideal bureaucratic model with its positive aspects which depend on serious work through the application of laws and the effective and good use of modern communication technologies. تتناول هذه الدراسة موضوع تكنولوجيات الاتصال الحديثة و علاقتها بفعالية الجهاز البيروقراطي في الادارة المحلية - دراسة ميدانية لبلدية المعذر ولاية باتنة - غرض الاجابة عن اشكالية تتمحور اساسا حول مدى تاثير تكنولوجيات الاتصال الحديثة في فعالية الجهاز البيروقراطي في الادارة المحلية - حيث فككت لمجموعة من التساؤلات الفرعية و التي تتلخص في استخدام هذه التكنولوجيات الحديثة في المؤسسة مجال الدراسة، و مدى مساهمة استخدام تكنولوجيات الاتصال الحديثة في الاستجابة لطلبات المنتفعين من خدمات البلدية، و مدى مساهمتها ايضا في تحقيق جودة الخدمة المقدمة من طرف الجهاز البيروقراطي للجماعة المحلية، و اخيرا مساهمة هذه الوسائل التكنولوجية في تحقيق اهداف الهيئة المحلية و قد تم صياغة الفرضيات للتحقق من هذه التساؤلات، حيث اقرت الفرضية الاولى باعتماد العينة المبحوثة في ادائها لمهامها في البلدية مجال الدراسة على استخدامها لجهاز الحاسوب اكثر من استخداماتها لوسائل تكنولوجيا الاتصال الاخرى، و دعمها بفرضية اخرى ثانية تقضي بمساهمة استخدام تكنولوجيات الاتصال الحديثة في الاستجابة لطلبات المنتفعين و اشباع حاجاتهم، في حين تفترض الفرضية الثالثة انه يساهم استخدام تكنولوجيا الاتصال الحديثة في تحقيق جودة الخدمة المقدمة من طرف مختلف الاجهزة الادارية المحلية، و تفترض الفرضية الرابعة بانه يؤدي استخدام تكنولوجيات الاتصال الحديثة في البلدية الى تحقيق اهداف الهيئة المحلية. تبعا لذلك فان اسباب اختيار هذا الموضوع تتلخص في الاهمية التي تنم عنها مفردات العنوان في دراسة تاثير وسائل تكنولوجيا الاتصال الحديثة و علاقتها بفعالية الجهاز البيروقراطي في الادارة المحلية، و ما تؤطره المداخل النظرية المتمثلة في النظرية الوظيفية و النظرية التفاعلية الرمزية في تفسير متغيراته و من ثم الوصول الى الهدف العلمي و العملي المرجو من هذا الموضوع بالاستناد الى المنهج الوصفي و الاعتماد على ادوات جمع البيانات تالية: الاستبيان و المقابلة و الملاحظة في جمع البيانات و المعلومات من مجتمع البحث الذي تم اختياره باسلوب المسح الشامل، بحيث تمثلت العينة في اعوان بلدية المعذر كما يلي: "اعوان تنفيذ، اعوان تحكم، اعوان تاطير" و بناءا عليه فقد خلصت الدراسة الى جملة من النتائج اهمها: - ان الفرضية الاولى لهذا البحث قد تحققت (تعتمد العينة المبحوثة في ادائها لمهامها في البلدية مجال الدراسة على استخدامها لجهاز الحاسوب اكثر من استخداماتها لوسائل تكنولوجيا الاتصال الاخرى). - ان الفرضية الثانية قد تحققت في اقرارها (بمساهمة استخدام تكنولوجيا الاتصال الحديثة في الاستجابة لطلبات المنتفعين و اشباع حاجاتهم). - كما تم التحقق من الفرضية الثالثة في جزئيتها التي نصت على انه (يساهم استخدام تكنولوجيا الاتصال الحديثة في تحقيق جودة الخدمة) و لم تتاكد و تتحقق في جزئيتها الاخرى المرتبطة بما يساهم به الجهاز البيروقراطي في البلدية لتحقيق جودة الخدمات الادارية. - اما فبما يخص الفرضية الرابعة فقد تم التحقق منها من خلال ما (يؤديه استخدام تكنولوجيا الاتصال الحديثة في البلدية لتحقيق اهداف الهيئة المحلية). * و بالتالي فان العينة محل الدراسة ادلت برايها غير الايجابي حيال ما تقدمه البيروقراطية من سلبيات تعقد العمل و تعيق تحقيق الاهداف بسبب عدم تبني ادارة البلدية للنموذج البيروقراطي المثالي بايجابياته التي تعتمد على الجدية في العمل من خلال تطبيق القوانين و الاستخدام الفعال و الجيد لتكنولوجيات الاتصال الحديثة.
