مستقبل الدولة العربية في ظل التحولات الدولية الراهنة

Abstract

This study aims to analysis and develop a future prospection about the situation of the Arab states, through focusing on the Libyan case in the light of the new challenges imposed by the current international system, and the raising of external interference in internal affairs of Arab countries, especially in the last decade which characterized by the Arab revolutions that has led to the fall of many political regimes. The research problem revolves around: To what extent do the external transformations taking place in the regional and international environment surrounding Libya affect its legal form and its institutional future? In order to answer about this main question, The study confirmed that the internal environment of the Arab State, characterized by political precariousness, crisis of legitimacy, fragile security situation, lagging level of economic development, as well as social, tribal and sectarian division , contributed to the deepening of its crises, and made it a fertile region for foreign interventions in its internal affairs, and brought them to important turning points, the most recent of which has been the Arab revolutions since the end of 2010, Where their the repercussions still continue until this period. The study led to a number of results, the most important of which is the transformation of Libya into an arena of conflict and international competition, and its future has become the subject of external, regional and international agendas at the light of continued fragmentation and internal division. In the end, the study leads to presenting a prospective vision of the path of state reconstruction in Libya after this period of crisis, and the political conditions it requires, such as democratic requirements, security reforms at the security services by unifying them in the hands of a single authority that protects the sovereignty and security of the state, as well as the social demands embodied in the consolidation of relations between the state and society. تحاول هذه الدراسة تحليل و تقديم رؤية مستقبلية لحال الدولة العربية بالتركيز على الحالة الليبية، في ظل المستجدات التي فرضتها متغيرات السياق الخارجي و النظام الدولي الذي يتمثل في تصاعد التدخلات الخارجية في الشؤون الداخلية للدول العربية خصوصا في العقد الاخير من هذا القرن الذي عرفت فيه الدول العربية موجات فورية اطاحت ببعض النظم السياسية. تمحورت اشكالية الدراسة حول مدى تاثير التحولات الخارجية الحاصلة في البيئة الاقليمية و الدولية المحيطة بليبيا في تحديد شكلها القانوني و مستقبلها المؤسساتي. و سعيا من الباحث للاجابة عن هذه الاشكالية و الاحاطة بمختلف جوانب الموضوع اكدت الدراسة ان البيئة الداخلية للدولة العربية التي تميزت بالهشاشة السياسية و ازمة الشرعية و هشاشة الوضع الامني و التاخر التنموي و الانقسام الاجتماعي و القبلي و الطائفي، ساهمت هي الاخرى في تعميق ازماتها، و جعلتها بيئة خصبة للتدخلات الاجنبية في شؤونها الداخلية، و قادتها نحو منعرجات هامة كان اخرها الثورات العربية منذ اواخر عام 2010، و التي لا تزال تداعياتها مستمرة لحد هذه الفترة. توصلت الدراسة الى جملة من النتائج اهمها تحول ليبيا الى حلبة للصراع و التنافس الدوليين، و اضحى مستقبلها مرهونا للاجندات الخارجية الاقليمية و الدولية لاسيما في ظل استمرار التشرذم و الانقسام الداخلي و التجاذبات المختلفة، لتفضي الدراسة في الاخير لتقديم رؤية استشرافية لمسار اعادة بناء الدولة في ليبيا بعد الازمة التي تعيشها و ما تتطلبه من شروط و متطلبات سياسية كانتهاج الديمقراطية و امنية كاصلاح الاجهزة الامنية و توحيدها في يد سلطة واحدة تحمي سيادة الدولة و امنها، و كذا متطلبات اجتماعية تتجسد في توطيد العلاقة بين الدولة و المجتمع.
