dc.description.abstractNGOS (Non-Governmental Organizations) constitute the cornerstone of promoting and protecting human rights everywhere in the world. It affects the discussions and decisions، various special rights agreements as well as the rights of United Nations bodies and thematic procedures، it provides its proper information about the situation of countries in general or about specific cases that will enrich the work of these bodies to monitor the situation and make specific recommendations to nations، also non-governmental organizations work as to raise awareness، exchange information، conduct research، analyze and mobilize people for UN mechanisms dedicated to human rights. Both the civil society and field organizations play an integral role that can provide information to the UN High Commissioner for Human Rights، machines، special procedures and mechanisms to lodge complaints and votes presented at the level of Human Rights Council. Information provided by nongovernmental organizations are very crucial as it is often a voice for the victims of human rights’ violations، at risk of abuse or marginalized groups. As the countries of the High Commissioner for Human Rights، where field offices، non-governmental organizations contribute to the provision of information and implementation of projects nationally or regionally، this study addresses : International non-governmental organizations and the issue of human rights in Tunisia in the period from 2000 to 2015، where some international non-governmental organizations on the grounds its reputation are targeted ، and its role in the international community as well as its impact with regard to human rights issues in Tunisia، as multiple models and a variety of leads are taken to establish a balanced analysis that includes various aspects of human rights، and this is based on the area of focus of each organization in the field of human rights. تشكل المنظمات غیر الحكومیة حجرا الأساس في تعزیز وحمایة حقوق الإنسان في كل مكان من العالم. فھي تؤثر في مناقشات وقرارات وإجراءات مختلف ھیئات الأمم المتحدة الخاصة باتفاقیات حقوق الإنسان والإجراءات الموضوعیة وتقدم معلومات لھا حول أوضاع البلدان بشكل عام أو حول حالات محددة من شأنھا أن تثري عمل ھذه الھیئات في رصد الأوضاع وتقدیم توصیات محددة للبلدان،كما تعمل المنظمات غیر الحكومیة لرفع مستوى الوعي وتبادل المعلومات وإجراء البحوث والتحلیل وتعبئة الناس لآلیات الأمم المتحدة الخاصة بحقوق الإنسان. ویلعب المجتمع المدني والمنظمات المیدانیة دورا مكملا یستطیع تقدیم معلومات إلى المفوضیة السامیة لحقوق الإنسان، والآلیات، والإجراءات الخاصة، وآلیات تقدیم الشكاوى وصوتا حاضرا في مجلس حقوق الإنسان. والمعلومات التي تقدمھا المنظمات غیر الحكومیة ھي غایة في الأھمیة إذ أنھا غالبا ما تكون صوتا لضحایا انتھاكات حقوق الإنسان أو الفئات المعرضة للانتھاكات أو المھمشة. أما البلدان التي یكون فیھا للمفوضیة السامیة لحقوق الإنسان مكاتب میدانیھ، فإن المنظمات غیر الحكومیة تساھم فیھا بتقدیم المعلومات وتنفیذ مشاریع وطنیة أو إقلیمیھ،وسنتناول في ھذه الدراسة: المنظمات الدولیة غیر الحكومیة ومسألة حقوق الإنسان في تونس في الفترة الممتدة من سنة 2000 إلى سنة 2015 ، حیث نقتصر على بعض المنظمات الدولیة غیر الحكومیة على اعتبار شھرتھا، ودورھا في المجتمع الدولي وتأثیرھا فیما یخص قضایا حقوق الإنسان في تونس، حیث نرى أن أخذ نماذج متعددة ومتنوعة یؤدي إلى تحلیل متوازن یشمل جوانب متعددة لحقوق الإنسان، وھذا استنادا لمجال اھتمام كل منظمة في میدان حقوق الإنسان.fr_FR
