دور التشاركية المدنية في تعزيز سلم التنمية بالديمقراطيات الناشئة

Abstract

Civic participatory plays an important role in expanding the field of participation and not being limited to electoral voting processes and formal involvement in social and voluntary organizations, given the importance of civic work being linked to all that is related to human life in planning, implementation, evaluation, priorities, satisfaction .... and others, where civic participation is considered A means to achieve consensus within society and deepen a sense of social responsibility and social stability. The relationship between civic participation and the ladder of development is a complex relationship that is analytically reflected in many theoretical approaches that take into account the relationship of security to development and democracy with peace in general, but in practice it is linked to many practical strategies to achieve human development and confront its material and moral risks at the economic, social, cultural and political levels. Such as self-reliance and making public opinion incubating for development, building citizenship and collective conscience, in addition to social accountability and civic commitment. This is not only because of its importance in addressing the various threats to peace and social security in emerging democracies in light of the increasing causes of tension and social and political conflict and the spread of poverty phenomena, feelings of dissatisfaction , but also for its role in promoting the concept of civic citizenship as a basis for supporting the concept of comprehensive social justice and good governance. During it, the success or failure of any development policy aimed at real change can be judged, and by means of it it is possible to pay attention to psychological and social motives, behavioral incentives, social change, social upbringing and political culture in addition to community development and organization, as long as civic participation has a strong relationship with democracy, learning, political participation and voluntary work. And good governance, and everything that helps to achieve freedom from psychological fear and material want. Accordingly, the study was divided into five theoretical and practical chapters, through which we dealt with the conceptual and theoretical framework of the concept of civic participation and the ladder of development, by focusing on inter-ethnic approaches and theoretical justifications for civic participation in addition to its practical requirements. Development, especially in terms of highlighting its various development pillars and challenges in emerging democracies, which are related to many social, cultural and civilizational aspects. As for the practical chapters, they dealt with the reality of civic participation and the peace of development in some emerging democracies in the Arab region and the regions of Southeast Asia and Latin America, given the importance of the economic, social and political transformations that these regions experienced after the end of the Cold War and the similarity of their political and social conditions. This enabled us to make a comparison between them in this context, to define the concept of civic participation in emerging democracies and distinguish them from other established democracies by examining aspects of agreement and differences, whether by examining the nature of their material and human potentials or by trying to identify their various obstacles and challenges, especially from Cultural, social and political aspects. This, by focusing on many issues such as social cohesion, the nature of democratic culture and its civic implications, in addition to focusing on the political, empowerment and structural dimensions of civic participation, especially with regard to civil work, the level of youth trust and opportunities available to them, the demands of political and social change, education, mass mobilization, and the developmental balance between regions, Non-discrimination between the sexes, the role of means of communication and modern technology, local democracy, the influence of religion and beliefs ... and other issues related to the achievement of civic participation and the peace of development in the Arab countries or in the Asian Tigers regions (Southeast Asia and the Pacific) and Latin American countries. And the Caribbean Sea. تلعب التشاركية المدنية دورا هاما في توسيع مجال المشاركة و عدم حصره في عمليات التصويت الانتخابي و الانخراط الشكلي في التنظيمات الاجتماعية و الطوعية، بالنظر لاهمية ارتباط العمل المدني بكل ماله علاقة بحياة الانسان تخطيطا و تنفيذا و تقييما و اولويات و اشباع و رضى ... و غيرها، حيث تعتبر التشاركية المدنية وسيلة لتحقيق الاجماع داخل المجتمع و تعميق الشعور بالمسؤولية الاجتماعية و الاستقرار الاجتماعي. فالعلاقة بين التشاركية المدنية و سلم التنمية هي علاقة مركبة تتجلى من الناحية التحليلية في مقاربات نظرية عديدة تاخذ بعين الاعتبار علاقة الامن بالتنمية و الديمقراطية بالسلم بشكل عام، اما من الناحية العملية فهي ترتبط باستراتيجيات عملية كثيرة لتحقيق التنمية البشرية و مواجهة مخاطرها المادية و المعنوية على الصعيد الاقتصادي و الاجتماعي و الثقافي و السياسي كالاعتماد على الذات و صناعة الراي العام الحاضن للتنمية و بناء المواطنة و الضمير الجمعي بالاضافة الى المساءلة الاجتماعية و الالتزام المدني. و ذلك ليس لاهميتها فقط في معالجة مختلف تهديدات السلم و الامن الاجتماعي بالديموقراطيات الناشئة في ظل تزايد اسباب التوتر و الصراع الاجتماعي و السياسي و انتشار ظواهر الفقر و الشعور بعدم الرضى و عدم تحقيق الاشباع، و انما لدورها ايضا في تعزيز مفهوم المواطنة المدنية كاساس لدعم مفهوم العدالة الاجتماعية الشاملة و الحكم الراشد. حيث من خلالها يمكن الحكم على نجاح او فشل اي سياسة تنموية هادفة لتغيير حقيقي، و بواسطتها يمكن الاهتمام كذلك بالدوافع النفسية و الاجتماعية و الحوافز السلوكية و التغيير الاجتماعي و التنشئة الاجتماعية و الثقافة السياسية بالاضافة الى تنمية المجتمع و تنظيمه، ما دام ان التشاركية المدنية لها علاقة وطيدة بالديمقراطية و التعلم و المشاركة السياسية و العمل الطوعي و الحكم الراشد، بل و كل ما يساعد على تحقيق التحرر من الخوف النفسي و العوز المادي. و بناء على ذلك، تم تقسيم الدراسة الى خمس فصول نظرية و تطبيقية، تناولنا من خلالها الاطار المفاهيمي و النظري لمفهوم التشاركية المدنية و سلم التنمية، من خلال التركيز على المقاربات المعرفية و المبررات النظرية للتشاركية المدنية بالاضافة الى متطلباتها العملية، كما تم التركيز على العلاقة القائمة بين التشاركية المدنية و سلم التنمية، لا سيما من حيث ابراز دعائمها الانمائية و تحدياتها المختلفة بالديمقراطيات الناشئة، ذات العلاقة بجوانب اجتماعية و ثقافية و حضارية كثيرة. اما في الفصول التطبيقية فقد تطرقنا الى واقع التشاركية المدنية و سلم التنمية في بعض الديمقراطيات الناشئة بالمنطقة العربية و منطقتي جنوب شرق اسيا و امريكا اللاتينية، بالنظر لاهمية التحولات الاقتصادية و الاجتماعية و السياسية التي عرفتها هذه المناطق بعد نهاية الحرب الباردة و تشابه ظروفها السياسية و الاجتماعية، الامر الذي مكننا من اجراء مقارنة بينها في هذا الاطار، لتحديد مفهوم التشاركية المدنية بالديمقراطيات الناشئة و تمييزها عن باقي الديمقراطيات الراسخة من حيث اوجه الشبه و الاختلاف، سواء من خلال الوقوف على طبيعة امكاناتها المادية و البشرية او من خلال محاولة التعرف على معيقاتها و تحدياتها المختلفة، خاصة من الناحية الثقافية و الاجتماعية و السياسية، و ذلك بالتركيز على قضايا كثيرة كالتماسك الاجتماعي و طبيعة الثقافة الديمقراطية و انعكاساتها المدنية بالاضافة الى التركيز على الابعاد السياسية و التمكينية و الهيكلية للتشاركية المدنية - خاصة ما يتعلق بالعمل الاهلي، و مستوى ثقة الشباب و الفرص المتاحة له، و مطالب التغيير السياسي و الاجتماعي، و التعليم، و التعبئة الجماهيرية، و التوازن التنموي بين المناطق، و عدم التمييز بين الجنسين، و دور وسائل الاتصال و التكنولوجيا الحديثة، و الديمقراطية المحلية، و تاثير الدين و المعتقدات ... و غيرها من القضايا التي لها علاقة بتحقيق التشاركية المدنية و سلم التنمية في البلاد العربية او في منطقتي نمور اسيا (جنوب شرق اسيا و المحيط الهادي) و دول امريكا اللاتينية و البحر الكاريبي.
