الهندسة الإنتخابية كآلية لتعزيز المشاركة السياسية خلال الإنتخابات التشريعية

Abstract

ان هذه الاطروحة تحاول تحليل و توصيف عملية الهندسة الانتخابية و علاقتها بالمشاركة السياسية للافراد على اساس انها تعمل على التاسيس لنظم انتخابية قادرة على ايجاد مؤسسات سياسية مستقرة، و تضمن حقوق الانتخاب لكل الفئات، و التسجيل في القوائم الانتخابية. على اساس ما تقدم تم تناول عملية الهندسة الانتخابية في الجزائر كضمان تقدمه الحكومة الجزائرية للمواطن و ذلك من خلال صياغة القواعد الأطر والآليات الكفيلة بضمان المشاركة السياسية الدورية للمواطنين في كنف النزاهة و الحرية و التعددية و الانتظام، اي توفير الشروط الاساسية لشفافية و مصداقية الانتخابات على المستويات التنظيمية و التمويلية و التسييرية و الاجرائية و حتى الاعلامية، و من ثمة دراسة تاثير هذه الهندسة على مستويات المشاركة السياسية للأفراد على ضوء الانتخابات التشريعية في الجزائر في الفترة الممتدة من 2007 الى غاية 2017. و ذلك للأهمية التي تكتسبها الانتخابات التشريعية لدى الناخب الجزائري والتي من خلالها يختار من يمثله و ينوب عنه لنقل مطالبه و انشغالاته الضرورية المختلفة. و قد خلصت الدراسة الى مجموعة من النتائج المرتبطة بالسياق النظري و التحليلي، حيث أن إشراك المواطنين في العملية الانتخابية ياتي على راس أشكال المشاركة السياسية، لهذا فان هندسة العملية الانتخابية في النظام الانتخابي الجزائري جاءت لتكريس مشاركة الفرد في الحياة السياسية و تفعيلها من خلال ادلاء هذا الاخير بمختلف ارائه و المشاركة في اتخاذ القرارات داخل الدولة. و قد أوصت الدراسة بضرورة تفعيل الإجراءات الإصلاحية في النظام الانتخابي الجزائري و هندسة هذا الأخير بالشكل الذي يجعل كل الأطراف مشاركة بما فيها المواطن، و هذا يتطلب الانتقال من القوانين و التدابير الشكلية التي تبقى مجرد لوائح في الأوراق دون تطبيق، الى التطبيق الفعلي و الصارم على أرض الواقع. This thesis attempts to analyze and describe the electoral engineering process and its relationship to the political participation of individuals on the basis that it works to establish electoral system capable of creating stable political institutions, guaranteeing the voting rights of all groups, and registration in electoral lists. On the basis of the foregoing, the electoral engineering process in Algeria has been adressed as a guarantee that the Algerian government provides to the citizen, through the formulation of rules, frameworks and mechanisms to ensure the periodic political participation of citizens in the contex of integrity, freedom, pluralism and regularity, that is, providing the basic conditions for transparency and credibility of elections at the organizational, financing, administrative and procedural levels and even The media, and then study the the impact of this engineering on the levels of political participation of individuals in the light of the legislative elections in Algeria in the period from 2007 to 2017. This is due to the importance of the legislative elections for the Algerian voter, through which he chooses who represents him and acts on his behalf to convey his various necessary demands and preoccupations. The study concluded with a set of results related to the theoretical and analytical context, as the participation of citizens in the electoral process comes at the top of the forms of political participation. Therefore, the engineering of the electoral process in the Algerian electoral system came to devote the individual’s participation in political life and activate it through the latter’s various opinions. Participation in decision-making within the country. The study recommended the necessity of activating the reform measures in the Algerian electoral system and engineering the latter in a way that makes all parties participate, including the citizen.
