دور هيئة الأمم المتحدة في تحقيق الأمن البيئي بالدول العربية - الجزائر (أنموذجا)

Abstract

إن الأمن البيئي مشروع قديم متجدد لايقل أهمية عن سباق التسلح وحماية الحدودلأن بيئتنا هي مصدر قوتنا،وحمايتها وجبت على كل دول العالم دون إستثناء، ونجد أن المنظمات الدولية سواء حكومية أو غير حكومية خصوصا هيئة الأمم المتحدة ووكلاتها المتخصصة قدأخذت على عاتقها هذه المسوؤلية، سواء على مستوى الدول المتقدمة أو الدول النامية، وقد قامت بعقد العديد من المؤتمرات والإتفاقيات لتحقيق الأمن البيئي،وحماية الدول النامية من التدهور البيئي الذي يهددها نتيجة لتقدم التكنولوجي السريع الذي عرفته الدول المتقدمة، وحاولت إيجاد سياسات وخطط استراتيجية تحد من استنزاف الموارد الطبيعية للدول النامية والحفاظ عليها، ومكافحة تلوث البيئة بكافة أشكاله نتيجة لهذا التقدم. من بين هذه الدول نجد الدول العربية خصوصا الجزائر التي تعتبر من أهم الدول التي دعمتها الأمم المتحدة وكان لها دورا كبيرا في حماية بيئتها ومحاولة تحقيق الأمن البيئي فيها،وسيتم في هذه الدراسة توضيح هذا الدور. The environmental security is an old renewed project which is not less important thanarms race and border protection.Theenvironment is so important that its protection is an obligation and a responsibility that must be assumed by all of us. This subject concerns both thedeveloped and the developing counties.For this reason, we find a lot of governmental and non-governmental organizations – like The united Nations- that help those countries to hold numerous conferences and conventions about the environmental security and the protection of the developing countries.The main objective of those conferences and agreements is toachieve environmental security and the protection of the developing countries especially from environmental degradation.Among these countries, we find Maghreb countries, especially Algeria that is considered one of the most important countries supported by international organizations, and has got a significant role in protecting the environment and achieving environmental security on its lands
