الإعاقة في الجزائر: تحديات الإنتقال من النموذج الطبي إلى النموذج الإجتماعي

Abstract

يهدف هذا المقال إلى معرفة مختلف التحديات التي يترتب عنها الانتقال من تبني المشرّع الجزائري للنموذج الطبي للإعاقة إلى النموذج الإجتماعي وما يصاحبها من ضرورة إعادة برمجة سياسات التكفل بالإعاقة في جميع المجالات، وكذا تحديد الجهات التي يقع على عاتقها مسؤولية التكفل بالأشخاص ذوي الإعاقة، كما تتضمن الدراسة توزيع معدلات الإعاقة في الجزائر حسب مجموعة من الخصائص من خلال الاعتماد على قاعدة معطيات التحقيق الوطني Mics4. This article aims to understand the various challenges involved in the passage of the adoption by the Algerian legislator from the medical model of disability to the social model, and the reprogramming that accompanies policies in all areas, as well as to identify the bodies which bear the responsibility.
