الحوكمة المحلية كمدخل لبناء قدرات الإدارة المحلية في الجزائر

Abstract

Public Administration is the crux of modern State, and the essence of its existence as well as the body that carries out its increasing tasks from day to day, as the managerial phenomenon evolves steadily with human civilization development, where the most accurate example should be qualitative changes of state administrative organization, as a result of globalization which has involved different areas of life . Despite their different experiences and orientations, modern countries have adopted a Local Administration System, with its various contents and degrees as part of state Public Administration, and because of its great importance to countries and societies. However, the failure of some experiences in achieving their objectives, has prompted Governments to initiate reforms in order to build and develop Local Authorities’ capacities, and to enable them to exercise properly their duties. In this context, Local Governance has emerged as a practice with its virtues and multiple positive consequences on Local Administrative System. Given the difficult situation at various levels of Algerian local authorities with under-exploited capabilities, the research problem focuses on the way in which we rely on good local governance to build capacities of Algerian local authorities. The research starts from the assumption that the weaknesses and deficiencies areas identified by Local Administration System in Algeria, are due to the existence of Bad local governance values incorporated into Sub-Systems of Local System, as well as local and national environment, which requires governance principles enforcement to address this situation. تعتبر الإدارة العامة عصب الدولة الحديثة و عماد وجودها و الجهاز الذي يتكفل بأداء مهامها المتزايدة يوما بعد يوم، حيث تتطور الظاهرة الإدارية بشكل مطرد مع تطور الحضارة الإنسانية، و لعل أصدق مثال على ذلك تلك النقلات النوعية التي عرفها التنظيم الإداري للدولة نتيجة العولمة التي مست مختلف مجالات الحياة. و على اختلاف تجاربها و توجهاتها، فإن الدول الحديثة أخذت بنظام الإدارة المحلية بمضامينها و درجاتها المتنوعة، كجزء من الإدارة العامة للدولة و لما لها من أهمية بالغة للدول و المجتمعات، غير أن فشل بعض التجارب في تحقيق الأهداف المنوطة بها، قد دفع الحكومات إلى المبادرة بإصلاحات تستهدف بناء و تنمية قدرات الجماعات المحلية، لجعلها قادرة على ممارسة اختصاصاتها على أكمل وجه. في هذا السياق، ظهرت الحوكمة المحلية كممارسة لها فضائلها و تبعاتها الايجابية المتعددة على المنظومة الإدارية المحلية بشتى أطرافها و تجلياتها . و بالنظر إلى تلك الوضعية السيئة على مختلف الأصعدة للجماعات المحلية الجزائرية التي تعاني من قدرات متهالكة، فإن إشكالية هذه الدراسة تتمحور حول الطريقة التي يمكن من خلالها الاعتماد على الحوكمة المحلية كمدخل لبناء قدرات الجماعات المحلية الجزائرية. حيث ينطلق البحث من افتراض مفاده أن ضعف و مكامن الخلل التي يعرفها نظام الإدارة المحلية في الجزائر يعودان إلى ترسخ قيم الحوكمة المحلية الرديئة التي تكرست ضمن الأنساق الفرعية للمنظومة المحلية و كذا البيئة المحيطة محليا و وطنيا، ما يقتضي الاستعانة بمبادئ الحوكمة لمعالجة هذا الوضع.
