Résumé: كتاصيل مفهوماتي -نظري- اجرائي، تعالج الاطروحة اشكالية تتبع او تقصي امكانية توطين نظام حوكمة امنية في غرب المتوسط. و هذا كمرجعية ابستيمو- انطولوجية ما بعد دولية، بمقدورها استيعاب المضامين التحويلية التي تسوق لانماط جديدة تجميعية و تشبيكية للتعاون الامني، امام اوجه الاضطرابات الماكروية و الميكروية، التي طالت بارامترات السياسة الدولية. و كذا حالة الاكتظاظ و التزاحم الانطولوجي على طول المجالية الامنية الخاصة بهذا الفضاء الجغرافي القلق، و التي تراوح بين نموذج ما قبل/ووستفالي و نموذج يسوق لهوية ما بعد وستفالية. حيث قدمت الدراسة في شكل تراتب منهجي، امكن من خلاله اختبار الفروض القياسية التي تبنت اعادة احتواء مختلف البنى الاجتماعية الفاعلة في غرب المتوسط. اين سعت الى استقراء قابلية تغير و تجزؤ المساهمات الامنية بين عديد الفواعل النشطة في هذا الفضاء. و من ثمة اعادة صياغتها ضمن بنى شبكية و عبر وطنية تحتمل توليفة من العقد الامنية المختلفة العامة و الخاصة، العالمية و المحلية، و المتضمنة لمعياريات تتفاعل: تتعاون، تتنافس و قد تتصارع، و الهدف هو انتاج انماط، ممارسات و مؤسسات جديدة للحوكمة الامنية. و قد جرى هذا الاختبار وفق مقاربة نسقية تاخذ من (الاتحاد الاوروبي-الدول المغاربية) انساقا فرعية متباينة، تتداخل فيما بينها لترسم كيانات جيوسياسية متضادة، افرزت مخرجات من صورة الاضطراب و اللاتناسق / و اللاتنسيق البيني الحاصل بين الوحدات الفاعلة فيه. لتعيد مساءلة سياق الحداثة و الدولنة، و اعادة صياغة نسق معرفي هجين، قد يساعد في انبثاق "اقليم معرفي امني". و هذا و فق ثلاثية "التفكيك-الشبكة-النسق"، متجهة نحو انظمة حوكمة خاصة عالية التخصص (الامن كمساحة عالية التخصص). و يبقى ان للموضوع اهميته و اهدافه العلمية و العملية، فالبحث سعى اولا الى استحضار المتغيرات التي يتضمنها العنوان من "الحوكمة" و "الامن". و كذا التوليف بينهما بغية استنطاق مفهوم جديد تمثل في "الحوكمة الامنية"، مفهوم يقدم نفسه على انه قادر على تقديم اجابات عملية لاهم الالغاز البحثية، وليدة عنف المسارات اللاخطية متعددة المستويات. ليتم التحقق اجرائيا من ابعاده الدلالية، و اختبار عملي لفروضه القياسية في غرب المتوسط كفضاء جغرافي-رهان توجهه منطقيات بعدية، تصل حد الصدام. فاحد المضامين المفتاحية التي تقدمها "الحوكمة الامنية"، هي فحص التعاون الامني بين ضفتي "غرب المتوسط" و تقييم فعلية القدرة على استيعاب التحول نحو التفاعل الشبكي بين مختلف الفواعل العامة و الخاصة، الدولاتية و اللادولاتية، و هذا انطلاقا من مدى قابلية توحيد المصفوفة الامنية (الوكيل، شكل و مصدر التهديد، و البنية المواجهة له) بين الضفتينز و ختاما، خلصت الدراسة الى بعض النتائج التي كشفت لنا عن جدية "الحوكمة الامنية"، في اعادة اشكلة الادارة الامنية. حيث تبدو مهيأة بشكل خاص، كدليل ارشادي بمقدوره شرح التحول في ادارة الامن ليصبح اكثر تشظيا من قبيل تعدد المستويات و الاطراف. و بالرغم من انه يحمل في طياته تركيز سياقي يسيطر عليه الطابع الاوروبي، الا انه كنهج تجريبي، يسعى الى التقاط عمليات التقارب التنظيمي و النظامي بين الضفتين. و هذا بغية التلطيف من حدة التطور غير المتزامن الذي تشهده الدولة في غرب المتوسط (الدولة الوستفالية في مقابل الهوية ما بعد الوستفالية) و هذا في اطار مازق التعارض على مستوى المحاذير السيادية و الثقافات الامنية في تسليع الامن بين الضفتين. En tant qu'enracinement conceptuel-théorique et procédural, la thèse aborde la problématique d'établir un système de gouvernance sécuritaire en Méditerranée occidentale. Il s'agit d'une référence épistémo-antologique post-internationale, capable d'accueillir les implications transformatrices qui promeuvent de nouveaux modèles, agrégés en réseaux de coopération sécuritaire. Et cela devant les perturbations au niveau macro et micro, qui ont affectées les paramètres de la politique mondiale. Ainsi devant l'état d'encombrement ontologique, le long du continuum sécuritaire d'un espace géographique anxieux, qui oscille entre un modèle pré / et Westphalien et un modèle qui commercialise une identité post-Westphalienne. L'étude a été présentée sous la forme d'un ordre méthodologique, à travers laquelle il a été possible de tester les hypothèses qui ont adopté le recentrage des différentes structures sociales actives en Méditerranée occidentale. Des hypothèses qui essaient d'extrapoler le changement et la faisabilité de la fragmentation des contributions sécuritaires parmi les nombreux acteurs actifs qui s'y trouvent? Et à partir de là, reformulé ces contributions au sein de structures en réseaux et transnationales, qui tolèrent une combinaison de différnts noeuds de sécurité publics et privés, mondiaux et locaux, incluent des normes qui interagissent: coopèrent, rivalisent et peuvent entrer en conflit. Reste que l'objectif est de produire de nouveaux modèles, pratiques et institutions pour la gouvernance de la sécurité. Ce test a été mené selon une approche systémique qui prend (L'Union européenne- les pays du Maghreb) comme entités géopolitiques hétérogène, qui se chevauchent. Débouchant sur des outputs à l'image des turbulences et d'asymétrie / et de manque de coordination entre les unités actives en son sein. Réinterrogeant ainsi, le contexte de la modernité et de l'étatisation, et reformulant un modèle cognitif hybride qui peut aider à l'émergence d'une <<région cognitive de la sécurité>>, selon une trilogie <<déconstruction-réseau-système>>, orientée vers une gouvernance privée hautement spécialisée (la sécurité comme espace hautement spécialisée). Reste que le sujet a son impotance et ses objectifs scientifiques et pratiques. D'abord, en mettant l'accent sur les variables contenues dans le titre, telles que <<gouvernance>> et <<sécurité>>. Ainsi que la synthèse entre eux, afin d'explorer un nouveau concept heuristique représenté dans la <<gouvernance de la sécurité>>. Ce concept qui se présente comme étant capable d'apporter des réponses pratiques aux puzzles de recherche résultant de la violence des chemins non linéaires multi-niveaux de la politique mondiale. De là, une vérification procédurale des dimensions sémantique du concept, et un test pratique de ses hypothèses, en le projetant dans le bassin occidentale de la Méditerranée, comme espace géographique guidé par des logiques dimensionnelles très contradictoires. L'un des contenus clé apportés par ce nouveau concept est l'examen et l'évaluation de l'efficacité de cette capacité à accueillir le passage à l'interaction en réseau entre les différents acteurs publics et privés, étatiques et non étatiques. Et cela, dans la mesure d'unifier la matrice de sécurité (Agent, source de la menace, et la structure qui lui fait face) entre les deux rives. En fin, l'étude c'est conclue par des résultats qui nous ont révélé l'effort sérieux de la <<gouvernance de la sécurité>> dans la problématisation de la gestion sécuritaire. Un concept qui apparaît spécialement préparé, à expliquer la transformation de la gestion de la sécurité pour devenir plus fragmenter, multi-niveau, multi-parties. Et bien qu'il porte une orientation contextuelle dominée par le caractère européen. Cependant, en tant qu'approche expérimentale, il cherche à saisir les processus de convergence organisationnelle et systémique, afin de modérer le développement asynchrone que connaît (l'Etat) en Méditerranée occidentale (état westphalien contre identité post-westphalienne). Cela dans un contexte de dilemme de contradiction au niveau des mises en garde de souverainisme et de cultures de sécurité à propos de la marchandisation de la sécurité entre les deux rives. As a conceptual-theoretical and procedural rooting, the thesis addresses the problem of establishing a system of security governance in the western Mediterranean. It is an epistemo-antological, post-international reference, able of accommodating the transformative implications that promote new models, aggregated into networks of security cooperation. And this in the face of disturbances at the macro and micro level, which have affected the parameters of world politics. Thus faced with the state of ontological congestion, along the security continuum of an anxious geographic space, which oscillates between a pre / and Westphalian model and a model which markets a post-Westphalian identity. The study was presented in the form of a methodological order, through which it was possible to test the hypotheses which adopted the refocusing of the different social structures active in the western Mediterranean. Assumptions that try to extrapolate the change and the feasibility of the fragmentation of security contributions among the many active actors there? And from there, reformulated these contributions within networked and transnational structures, which tolerate a combination of different public and private, global and local security nodes, include norms that interact: cooperate, compete and may conflict. However, the objective is to produce new models, practices and institutions for the governance of security. This test carried out according to a systemic approach which takes (the European Union - the Maghreb countries) as heterogeneous geopolitical entities. Which overlap, leading to outputs such as turbulence and asymmetry / and lack of coordination between the units active within it. Re-examining the context of modernity and statehood, and reformulating a hybrid cognitive model that can help the emergence of a "cognitive region of security", according to a "deconstruction-network-system" trilogy, oriented towards highly specialized private governance (security as a highly specialized space). Still, the subject has its importance and its scientific and practical objectives. First, by emphasizing the variables contained in the title, such as "governance" and "security". As well as the synthesis between them, in order to explore a new heuristic concept represented in "security governance". This concept which presents itself as being able to bring practical answers to the research puzzles resulting from the violence of the multi-level nonlinear paths of world politics. From there, a procedural verification of the semantic dimensions of the concept, and a practical test of its hypotheses, by projecting it in the western basin of the Mediterranean, as a geographical space guided by very contradictory dimensional logics. One of the key contents brought by this new concept is the examination and the evaluation of the effectiveness of this capacity to accommodate the passage to the interaction in network between the various public and private actors, state and non-state. And this, to the extent of unifying the security matrix (Agent, source of the threat, and the structure facing it) between the two shores. In the end, the study concluded with results that revealed to us the serious effort of "security governance" in the problematization of security management. A concept which appears specially prepared to explain the transformation of security management to become more fragmented, multi-level, multi-part. And although it carries a contextual orientation dominated by the European character. However, as an experimental approach, it seeks to capture the processes of organizational and systemic convergence, in order to moderate the asynchronous development experienced by (the state) in the western Mediterranean (Westphalian state versus post-Westphalian identity). This is in a context of a dilemma of contradiction at the level of warnings of sovereignism and cultures of security about the commodification of securit between the two shores.
