دور الحكم الراشد في تحقيق الأمن الإنساني

Abstract

Good governance and human security are two concepts that redefine the concepts related to governance and security. Good governance differently from the conventional governance, is the Method of exercising power by several actors including the State, civil society and private sector in the different political, economic and social fields. As for human security, and unlike the security in its conventional concept, it deals with facing all various dimensional threats that face man in different domains. Redefining these concepts was mainly a result of putting them in doubt, especially by international institutions that make from man the center of their interest, in the aim of a sustainable development that englobes all sides including human rights’ respect; exceeding that way the conventional concept of development referring only to economics. Hence, the approach of good governance and human security came to reflect the new perspective of development and its evolution from economic development to a human-centered and all his rights sustainable development. ان الحكم الراشد و الامن الانساني مفهومان حديثان يعيدان تحديد تلك المفاهيم المتعلقة بكل من الحكم و الامن. فالحكم الراشد و على خلاف الحكم بنمطه التقليدي، هو اسلوب ممارسة السلطة من طرف فواعل عديدة تشمل الدولة و المجتمع المدني و القطاع الخاص، في كل المجالات السياسية و الاقتصادية و الاجتماعية. اما الامن الانساني و على خلاف الامن بمفهومه التقليدي، فهو يعني بمواجهة جميع التهديدات المختلفة الابعاد التي تواجه الانسان في مختلف المجالات. ان اعادة تحديد هذه المفاهيم كان بالاساس نتيجة اعادة النقاش فيها لاسيما من قبل المؤسسات الدولية التي جعلت من الانسان محور اهتمامها، وذلك قصد تنمية مستدامة و شاملة لمختلف الجوانب بما فيها مسالة احترام حقوق الانسان تتجاوز المفهوم التقليدي للتنمية و المتعلق فقط بالجانب الاقتصادي. و من ثم فان المقاربة المتعلقة بالحكم الراشد و الامن الانساني جاءت لتعكس المنظور الجديد للتنمية و تطوره من التنمية الاقتصادية الى التنمية البشرية المستدامة محورها الانسان و احترام جميع حقوقه.
