تحولات البيئة الإقليمية و أثرها على الإستراتيجية الأمنية الجزائرية

Abstract

تحاول هذه الدراسة معالجة موضوع تحولات البيئة الاقليمية و اثرها على الاستراتيجية الامنية الجزائرية، من خلال التركيز على اهم التغيرات الحاصلة في البيئة الاقليمية للجزائر، و كيفية صياغة استراتيجيتها الامنية، بما يحقق امنها الوطني في امتداداته الاقليمية، و ابعاده و مستوياته المختلفة، و تاتي هذه الدراسة استجابة لمتطلبات بحثية اقرتها النقاشات الاكاديمية المتزايدة حول ما يتعلق بالاستراتيجية الامنية، و العقيدة العسكرية الجزائرية، ضمن مواكبة السياق الاستراتيجي المتعلق بالتحولات التي تشهدها البيئة الاقليمية الجزائرية. منح الموقع الجيواستراتيجي للجزائر في الشمال الافريقي و جنوب المتوسط، و باعتبارها نقطة تقاطع محورية بين افريقيا و اوروبا فرص، و فرض عليها تحديات، و قد كان للتحولات السياسية و الامنية الكبيرة التي عرفتها البيئة الاقليمية للجزائر منذ سنة 2011 اثر كبير على الامن الوطني، فانهيار الانظمة الدفاعية في دول الجوار الجزائري (ليبيا، مالي) ادى لتفاقم التهديدات الامنية التقليدية، و نشوء تهديدات امنية جديدة، و اصبحت الجزائر في مواجهة انكشافات امنية عديدة تحيط بها من كل جانب. اثرت هذه التفاعلات الاقليمية على الامن الجزائري، مما فرض عليها صياغة استراتيجية امنية، و اتخاذ انظمة دفاع و تدابير مستمرة للتكيف مع البيئة المتغيرة، من خلال تكييف العقيدة العسكرية الجزائرية مع تحولات البيئة الاقليمية، و السعي لبناء فكر استراتيجي امني وطني لمواجهة هذه التهديدات و التحولات. بعد دراسة تحولات البيئة الاقليمية و اثرها على الاستراتيجية الامنية الجزائرية، من خلال عرض محددات و مضامين الاستراتيجية الامنية الجزائرية، و اهم التحولات الحاصلة في البيئة الامنية الجزائرية و كيفية استجابة استراتيجيتها الامنية للتهديدات و التحديات المطروحة، تبين نتائج الدراسة ان البيئة الاقليمية الجزائرية تفرز مجموعة من التحولات الجيواستراتيجية التي اثرت على استراتيجيتها الامنية، و من ابرز هذه التحولات ثورات الربيع العربي، و انهيار الانظمة الامنية في دول الجوار الجزائري، اضافة للتهديدات الامنية في المتوسط، في ظل تنافس استراتيجي زاد من تعقد البيئة الامنية الجزائرية و تشابك ازماتها. This study aims at addressing the impacts of regional environmental changes on the Algerian security strategy. It examines how the key regional changes are actually formulating Algeria's security strategy and the way it is working on to achieve national security with all in/out repercussions in response, of course, to the debates on some compelling issues such as keeping the Algerian military doctrine at pace with changing rapidly strategic regional environment. Indeed, the geostrategic position of Algeria in North Africa and the Mediterranean, provide opportunities along with challenges were. The major political and security challenge that Algeria's regional environment has to face since 2011, is the collapse of the defense systems in neighboring countries collapsed, particularly Libya and Mali. This situation has had a significant impact on national security and led to the exacerbation of traditional and new security threats, subsequently, deepening Algerian security vulnerabilities. These regional security challenges were restraining, in the way they made a reformulation of Algerian security strategy, more than necessary to adapt its defense systems to the changing environment, in an attempt to readapt the Algerian military doctrine, therefor boosting the national strategic security thinking to confront these threats and transformations. The key findings of this study are about the way rapidly changing regional strategic environment is triggering many strategic shifts in Algerian side, generating progressively an urgent need to review the whole military doctrine. So, this study accentuates how Arab Spring revolutions, the collapse of security systems in Algeria's neighboring countries, in addition to the security threats in the Mediterranean, in light of strategic competition increased the complexity of the Algerian security environment to instigate unprecedent changes in the way it is used to tackle crises.
